Pursuant to Section 1, Article 1, Decision 687/QD-TTg of the Prime Minister in 2022, issued on June 7, 2022, gave the following views when implementing the circular economy development project in Vietnam. :
- Actively developing the circular economy is inevitable, in line with trends and requirements for creating breakthroughs in economic recovery and the implementation of the Sustainable Development Goals (SDGs); contributing to promoting economic restructuring in association with renovating the growth model towards modernity, improving competitiveness and ability to proactively adapt and withstand external shocks, realize National strategy on green growth for the period of 2021-2030, with a vision to 2050, ensuring national defense and security.
- The development of the local economy must be based on an open approach, focusing more on creating space and favorable conditions for promoting economic efficiency, on the basis of strengthening international cooperation, ensuring effective mobilization and use of resources. human knowledge, achievements of Industry 4.0 and digital transformation, necessary resources from the private sector, international organizations and foreign partners.
- The development of a knowledge-based economy needs to be urgent, practical, effective, feasible, inheriting good practices in other countries and in the country, and boldly experimenting in specific fields, attracting attention. of domestic and foreign investors. - Focus on promulgating long-term policies to encourage, give incentives, and facilitate the development of the knowledge-based economy, associated with specific roadmaps and results, and at the same time perfecting a solid legal basis and building flexibility. Actively and proactively in order to soon promote the basic economic model according to appropriate levels in sectors, fields and localities; avoid applying stereotypes and homogenization of the economic system for the entire economy. - To develop sustainable local economy on the basis of raising awareness, initiative, promoting innovation and social responsibility of enterprises; encouraging the responsible lifestyle of each individual towards the community and society, orienting future generations to a green living culture, forming a civilized and modern society in harmony with nature and the environment.

Pursuant to Section 2, Article 1 of the Prime Minister's Decision 687/QD-TTg in 2022, issued on June 7, 2022, has set specific goals when implementing the Circular Economy Development Project. Vietnam as follows:
- Contributing to concretize the target of reducing greenhouse gas emission intensity per GDP by at least 15% by 2030 compared to 2014, towards the goal of net emissions to "zero" by 2050.
- Increasing awareness and investment interest of domestic and foreign enterprises and investors in the concept of the concept of economy; promoting the application of the THIS model to promote the greening of economic sectors. By 2025, economic projects will initially be put into practice and bring into play their economic, social, technological and environmental efficiency; contribute to the recovery of renewable resources, reduce energy consumption, increase the share of renewable energy in total primary energy supply, the rate of forest cover, increase the rate of waste recycling, increase strengthen the localization rate of agricultural, forestry and fishery products and export industries. By 2030, the proportion of urban daily-life solid waste collected and treated up to standards and regulations through basic economic models will reach 50%; 100% of urban organic waste and 70% of rural organic waste are recycled; does not give rise to the direct burial of domestic solid waste from the eco-economic models in urban areas; maximize the rate of urban wastewater collected and treated to meet standards and regulations as prescribed in urban areas.

Pursuant to Section 3, Article 1 of Decision 687/QD-TTg of the Prime Minister in 2022, issued on June 7, 2022, the tasks and solutions to implement the Project are outlined as follows:

- Formulate a separate plan for the development of the local economy or integrate the implementation of the development of the local economy in the strategies, master plans and plans for the development of sectors or fields or for the socio-economic development in Vietnam of the locality.
- Research and integrate the development of the local economy into policies, projects on regional linkages, activities to implement Decision 1658/QD-TTg dated October 1, 2021 of the Prime Minister approving the National Strategy on Growth green growth in the period of 2021 - 2030, with a vision to 2050.
- Strengthen research, develop plans and roadmaps for information collection, use and analysis in order to support comprehensive and harmonized applications and solutions of information and communication technology in association with the knowledge-based economy model.
- Actively discuss with foreign sponsors and international organizations to seek opportunities to access knowledge, skills and resources to develop the knowledge-based economy through specific pilot projects on the knowledge-based economy. projects on technologies and services (information technology, environment...) that are friendly to the local economy.
- Strengthen public-private dialogue on the development of the knowledge-based economy, on the basis of promoting the social responsibility of enterprises; find out and grasp the needs and problems of enterprises, thereby taking appropriate measures to remove and support or propose competent authorities to consider, remove and support at an appropriate level.
- Review and complete the policy and legal framework to create conditions for the development of the knowledge economy. Research and review the current status of the development of the knowledge economy in a number of priority areas/can be piloted soon.
- Having mechanisms and policies to attract and use investment and human resource development in the development of the knowledge economy. Completing the mechanism for industrial development and environmental services.
