What are the tasks on civil service reform to be implemented in the second quarter of 2023?

Pursuant to subsection 4, Section 2, content of implementing the 2023 Operational Plan of the Government's Administrative Reform Steering Committee, issued together with Decision No. 13/QD-BCDCCHC in 2023 on all tasks on civil service reform implemented in the second quarter of 2023, including:

(1) Regarding civil service reform:

- In the second quarter of 2023, the Ministry of Home Affairs of Vietnam shall coordinate with ministries, branches and localities to implement:

+ Develop and complete the national database on cadres, civil servants and public employees, connect and share data with the National Population Database and the Information Center for direction and administration of the Government and the Prime Minister.

- Specifically, in April 2023, the Ministry of Home Affairs of Vietnam shall coordinate with ministries, branches and localities in formulating and submitting to the Government for promulgation a Decree on encouraging cadres to be dynamic, creative, dare to think, dare to do, dare to make breakthroughs for the common good.

(2) Regarding public finance reform:

- In September 2023, the Ministry of Finance shall coordinate with relevant ministries, branches and agencies to submit for promulgation the Decree amending and supplementing Decree No. 60/2021/ND-CP stipulating the financial autonomy mechanism of public service providers.

(3) Regarding the construction and development of e-Government, digital government:

- Before June 2023, Ministries, sectors and localities shall coordinate with the Government Office to speed up the standardization of the reporting regime and build a Reporting Information System at the request of the Government in Decree No. 09/2019/ND-CP and integrate and share data with the Government Reporting Information System.

- On June 1, 2023, Ministries, branches and localities shall coordinate with the Government office in digitizing dossiers and settlement results for administrative procedures within the receiving scope of Division One. At the commune level, 100% of the results of administrative procedures are provided and an electronic version has full legal value for people and businesses.

- In June 2023, the Ministry of Public Security coordinated with ministries and sectors to verify and synchronize population data with national and specialized databases to clean data and connect, share to serve administrative procedures, and provide public services.

- In the second quarter of 2023, the Government Office shall coordinate with ministries, branches and localities to develop a Framework of Indicators to serve the direction and administration of agencies in the state administrative system.

- Before December 2023, Ministries, branches and localities shall coordinate with the Government Office to complete the processing of dossiers in the electronic environment at commune authorities.

This is one of the contents recorded in Decision No. 13/QD-BCDCCHC in 2023 of the Government's Administrative Reform Steering Committee on the issuance of the 2023 Operational Plan of the Administrative Reform Steering Committee of the Government.

Specifically, the Government's Administrative Reform Steering Committee identifies a number of key tasks in improving the investment and business environment and reforming administrative procedures in 2023, including:

- Focus on effectively implementing Resolution No. 01/NQ-CP in 2023 of the Government; Program to reduce and simplify regulations related to business activities in the period of 2020-2025.

- Innovate the implementation of the single-window section, interacted-single-window section in handling administrative procedures.

- Prepare a proposal for the development of a Decree stipulating electronic communication procedures for 02 groups of interconnected administrative procedures: "birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old "; "Death registration - removal of permanent residence registration - funeral allowance".

- Emphasize the task from June 1, 2023, ministries, branches and localities to digitize dossiers and settlement results for administrative procedures within the scope of reception of the single-window section of the communes (except for communes in deep-lying, remote and extremely difficult areas, border areas, islands); 100% of the results of administrative procedures are provided at the same time as an electronic version with full legal value for people and businesses.

- At the same time, review and propose a plan to reduce and simplify regulations related to business activities, and submit them to the Prime Minister for consideration and approval before September 30 every year.

- Update fully, accurately and promptly publicize regulations related to business activities, review results, compliance costs, reduction and simplification plans, consultation with organizations, individuals and subjects affected by policies and regulations.

- Implement effectively the Decision No. 45/2016/QD-TTg on receiving dossiers, returning results of administrative procedures through public postal services.

Subsection 1, Section I, 2023 Operational Plan of the Government's Administrative Reform Steering Committee, promulgated together with Decision No. 13/QD-BCDCCHC in 2023, clearly stated the objectives of the 2023 operational plan of the Government's Administrative Reform Steering Committee in Vietnam as follows:

- Improve the quality of administrative reform direction and administration by members of the Government's Administrative Reform Steering Committee (Steering Committee), creating a breakthrough in PAR in 2023.

- Strengthen the responsibility of organizations and individuals, especially heads of state administrative agencies at all levels in implementing administrative reform tasks.

- Organize the synchronous, comprehensive, quality and effective implementation of the State Administration Reform Master Program for the 2021 - 2030 period, issued together with the Government's Resolution No. 76/NQ-CP in 2021.
