List of Shared Professional and Support/Service Job Positions in Newest Public Preschools

On October 30, 2023, the Ministry of Education and Training issued Circular 19/2023/TT-BGDDT guiding the job positions, structure of public employees by professional titles, and staffing norms in public preschools.

Clause 2, Article 3 of Circular 19/2023/TT-BGDDT stipulates the list of shared professional and support/service job positions in public preschools as specified in Appendix II issued together with Circular 19/2023/TT-BGDDT.

Staffing Norms in Preschools from December 16, 2023

Clause 1, Article 5 of Circular 19/2023/TT-BGDDT stipulates the number of staff in preschools as follows:

- For child groups:

For every 15 children/group aged from 03 to 12 months; 20 children/group aged from 13 to 24 months; 25 children/group aged from 25 to 36 months, a maximum of 2.5 teachers/group is allocated.

- For kindergarten classes:

For every 25 children/class aged from 3 to 4 years old; 30 children/class aged from 4 to 5 years old; 35 children/class aged from 5 to 6 years old, a maximum of 2.2 teachers/class is allocated.

- Preschools that do not meet the number of children to arrange in groups or kindergarten classes as specified in points a and b, clause 1, Article 5 of Circular 19/2023/TT-BGDDT or, after arranging groups or classes according to the regulations in points a and b, clause 1, Article 5 of Circular 19/2023/TT-BGDDT and having excess children, the preschool teacher norms will be calculated based on the average children per age group or class as follows: Every 06 children aged from 3 to 12 months or 08 children aged from 13 to 24 months or 10 children aged from 25 to 36 months, 11 children aged from 3 to 4 years old, 14 children aged from 4 to 5 years old, or 16 children aged from 5 to 6 years old will be allocated an additional 1.0 teacher.

- For mixed child groups or mixed kindergarten classes according to the preschool regulations, the teacher norms are arranged according to the provisions specified in points a and b, clause 1, Article 5 of Circular 19/2023/TT-BGDDT.

- For school points with only one child group or one kindergarten class that does not meet the number of children to arrange in groups or classes as specified in points a and b, clause 1, Article 5 of Circular 19/2023/TT-BGDDT, 2.0 teachers/group or class are allocated.

Thus, from December 16, 2023, the staffing norms in preschools are as stated above.

Principles for Determining Staffing Norms in Public Preschools

Article 2 of Circular 19/2023/TT-BGDDT stipulates the principles for determining staffing norms in public preschools as follows:

- Determining job positions and staffing norms in public preschools is implemented according to Article 3 of Decree 106/2020/ND-CP.

- Job positions and staffing norms in public preschools must ensure:

+ Adequate staffing numbers as per the norms stipulated in this Circular to perform the tasks of nurturing, caring for, and educating children according to the preschool education program issued by the Ministry of Education and Training, and to perform shared professional tasks, support, and service work of the public preschool.

+ Job positions that do not have sufficient workload for a full-time individual are assigned as additional duties. Positions that cannot be staffed should be handled via labor contracts or additional duties. Individuals assigned additional tasks must be trained and fostered to meet the professional capacity and expertise of the given job position.

- The number of teachers in public preschools includes both employed public employees and contracted teachers. Public preschools deploying a teacher workforce lower than the maximum norm specified in this Circular (due to insufficient quotas or unfulfilled recruitment) should base on the maximum norms specified in this Circular to determine the number of teachers to contract as per Decree 111/2022/ND-CP.

Circular 19/2023/TT-BGDDT takes effect from December 16, 2023.
