Based on the regulations in Article 24 of Decree 98/2023/ND-CP, the emulation titles and commendation forms that are announced, awarded, and received according to the regulations include:
- Order: “Gold Star Order”, “Ho Chi Minh Order”, “Independence Order”, “Military Exploit Order”, “Labor Order”, “Fatherland Defense Order”, “Feat Order”, “Great National Unity Order”, “Bravery Order”, “Friendship Order”;
- Honorary titles of the state: “Heroic Province”, “Heroic City”; “Vietnamese Heroic Mother”; “People’s Armed Forces Hero”; “Labor Hero”; “People’s Teacher”, “Teacher of Merit”; “People’s Doctor”, “Doctor of Merit”; “People’s Artist”, “Artist of Merit”;“People’s Artisan”, “Artisan of Merit”;
- “Ho Chi Minh Prize”, “State Prize”;
- Medal: “Determined-to-Win Military Flag Medal”, “For National Security Medal”, “Glorious Fighter Medal”, “Friendship Medal”; “Glorious Youth Volunteer Medals”;
- “Diploma of Merit of the Prime Minister of Vietnam”;
- “Emulation Flag of the Government of Vietnam”;

What is the Ceremony for announcing, awarding and receiving emulation titles and commendation forms in Vietnam?
Pursuant to the regulations in Article 26 of Decree 98/2023/ND-CP, the Ceremony for implementing, announcing, awarding, and receiving emulation titles and commendation forms in Vietnam is as follows, based on the latest regulations in 2024:
Step 1:
The person in charge of the ceremony is a representative of the leadership of the ministry, department, sector, provincial People's Committee, or organizing unit. The unit hosting the ceremony must develop a script for the announcement, awarding, and receiving of emulation titles and commendation forms.
Step 2:
Announcing the decision to award emulation titles and commendation forms:
- The representative of the agency responsible for emulation and rewards or the organizing unit of the ceremony announces the full decision to award emulation titles and commendation forms.
- Announcing the President's Decision to award: Before the announcement, the announcer invites the Traditional Flag Team (if available), representatives of the party committee, local authorities, the Vietnam Fatherland Front, the Trade Union, and the Ho Chi Minh Communist Youth Union (or representatives of the generations of leaders of the awarded collective) or the individual being awarded to the platform to hear the announcement of the decision to award.
- Announcing the Government's and Prime Minister's decision to award emulation titles and commendation forms: After the announcement, the announcer invites representatives of the awarded collective or individual listed in the decision to the platform to receive the title of emulation or award.
Step 3:
Awarding emulation titles and commendation forms:
- The person awarding emulation titles and commendation forms is the person authorized to decide on the awards or the person authorized by the person deciding on the awards, or representatives of higher-level leaders attending the ceremony. The person awarding stands at the center position of the platform.
- Awarding in order: Attach the Order (or medals, badges accompanying the title) first; then present the Certificate and present the Heroic Flag (for the collective awarded the Heroic title).
- For collectives with a Traditional Flag: The person awarding attaches the Order (or Badge accompanying the title) to the top right corner of the Traditional Flag. The position of attaching the Order (or Badge accompanying the title) on the Traditional Flag is done in descending order from highest to lowest.
For collectives without a Traditional Flag: The person awarding presents the Certificate with the pre-attached Order (or Badge accompanying the title).
- Awarding to individuals: The person awarding attaches the Order (or medals, badges accompanying the title) to the left chest of the recipient's clothing, then presents the Certificate.
- Bestowal: The person awarding presents the Certificate with the pre-attached Order (or medals, badges accompanying the title) to the representative of the recipient's family.
- In some special cases, such as elderly individuals with weak health, disabled individuals, or decisions to award to multiple recipients, the unit hosting the ceremony seeks the opinion of the authorized person to award or the person authorized to award, or the representative of higher-level leaders attending the ceremony makes the decision.
Step 4:
Receiving emulation titles and commendation forms:
- Receiving awards under the authority of the President: The recipient stands upright horizontally at the center position on the platform, listening to the announcement of the decision to award.
- Receiving titles of emulation and awards under the authority of the Government and the Prime Minister: The recipient of the award is invited to the center position of the platform to receive it.
- When receiving the Certificate (or Flag), the recipient holds the Certificate or Flag horizontally against the chest and maintains the posture until leaving the platform.
- If necessary, the representative of the collective (or individual, family) being awarded may make a speech after receiving the award.
Step 5:
Serving the award ceremony :
- Do not turn your back towards the audience; stand behind and to the right (right-handed) of the person awarding when presenting the Order (or medals, badges accompanying the title), Certificate, or Flag.
- Place the Order (or medals, badges accompanying the title), Certificate in a tray covered with red fabric; the Certificate must be framed; hold the tray and present the Order, Certificate, or Flag with both hands to the person awarding.
