Communist Party members admitted for less than 06 months and members suspended from party activities are exempt from self-criticism?
According to the provisions of Article 5 in Regulation 124-QD/TW dated 2023 regarding the subjects of self-criticism as follows:

2.1. Communist Party members throughout the Communist Party (excluding members who are exempted from party work and activities; members suspended from party activities; newly admitted members for less than 6 months).
2.2. Leaders and managers at all levels.
Self-criticism on the content at Point 2.1 and the following contents:
a) Results of leadership, direction, management, and administration; performance of duties and responsibilities; level of task completion of organizations, agencies, and units under management; ability to unite and build internal solidarity.
b) Responsibility at work; dynamic, innovative, and creative spirit; daring to think, dare to do, and take responsibility; handling difficult, complex, sensitive issues during task performance.
c) Responsibility in setting an example for oneself and one's family; combating corruption, wastefulness, and negativity; reputation among cadres and party members.
2.3. In addition to the above contents, party committees, party organizations, leadership collectives, heads, individuals must clarify responsibilities when there are signs of violations; letting complicated, sensitive issues emerge that attract public concern; having complaints, denunciations; signs of internal disunity; violating the principles and regulations of the Communist Party; signs of "group interests," corruption, negativity, wastefulness, degeneration, "self-evolution," "self-transformation"; having individuals or collectives under management being disciplined or prosecuted; sluggish, weak performance, failure to complete assigned duties and responsibilities.
Through the above regulation, according to Regulation 132-QD/TW dated 2018, individuals subject to annual self-criticism within the political system include: Communist Party members throughout the Communist Party (excluding members exempted from work and party activities) and leaders, managers at all levels.
However, according to Regulation 124-QD/TW dated 2023 which took effect from October 4, 2023, it was additionally stipulated that Communist Party members admitted for less than 06 months and members suspended from party activities will not be subject to annual self-criticism within the political system.

How is the official transfer of party activities for members regulated?
According to the provision in Section 6.3, Article 6 of Regulation 24-QD/TW dated 2021, the official transfer of party activities for members is specified as follows:
- Communist Party members authorized to transfer work to a new unit, retire, lose ability to work, resign, return to civilian life, or change long-term residence: Must complete procedures for the official transfer of party activities within 60 working days from the effective date of the decision or change of residence.
- Communist Party members officially transferring party activities out of district or provincial party committees: The district committee with departing party members is responsible for completing the procedure for introducing the transfer of party activities.
- Communist Party members of provincial party committees, grassroots branches directly under the provincial party committee when officially transferring party activities: The provincial organization committee is responsible for completing the procedure for introducing the transfer of party activities.
Furthermore, party members must present the introduction letter for party activities to the branch committee at the new place to participate in party activities within 30 working days from the date of introduction. If past this period, the party member or party organization must report specific reasons to the competent party committee for consideration and handling according to regulations.
*Note: Party members being inspected, investigated, or having complaints and denunciations resolved are not officially transferred in party activities.
Under what circumstances can Communist Party members request exemption from party activities?
According to Article 7 of Regulation 24-QD/TW dated 2021, regarding party members requesting exemption from party work and activities, it is specified as follows:
Communist Party members requesting exemption from party work and activities
7.1. Communist Party members of advanced age and poor health, unable to participate in party activities, can apply or directly report to the branch committee to request a reduction or exemption from party work and activities; the branch committee will review and decide. The party committee or branch secretary reports to the superior party committee for information.
7.2. Communist Party members exempted from party work and activities have the following rights and responsibilities:
7.2.1. To attend the party congress; receive information as stipulated in Section 2.1 if requested.
7.2.2. To be considered for the Communist Party’s Badges if meeting the standards.
7.2.3. To be exempt from party member quality assessment during the period of exemption from party work and activities.
7.2.4. Must set an example and encourage family to comply with the Party's policies, State laws, and local regulations; if violating party discipline, they will be disciplined as with active party members according to the Party's Charter.
Thus, party members can request exemption from party activities if they are of advanced age and poor health, unable to participate in party activities.
In this case, party members apply or directly report to the branch committee to request exemption from party activities for the branch committee to review and decide. At the same time, the branch committee or branch secretary is responsible for reporting to the superior party committee for information.
