Article 49 of Regulation 69-QD/TW of 2022 stipulates taking disciplinary measures against communist party members who violate regulations on the prevention and control of social evils in Vietnam as follows:
Violations against the regulations on prevention and control of social evils
1. Communist party members who violate one of the following cases with less serious consequences shall be disciplined in the form of reprimand:
a/ Know but allow spouses, children, fathers, mothers, brothers, sisters, or siblings living in the same family to illegally gamble, carry out money laundering, lending or borrowing activities in any form without taking measures to prevent or promptly report to competent authorities.
b/ Know but allow parents, spouses and children living in the same family to use or store, circulate, buy, sell or transport cultural products with prohibited or harmful contents; military weapons, equipment and other combat gears contrary to regulations without timely reporting to competent authorities.
2. After being taken disciplinary measures under Clause 1 of this Article, if communist party members commit again or commit first-time violations with causing serious consequences or violate one of the following cases, they shall be disciplined by warning or dismissal (if having a position):
a/ Gamble or use narcotic substances or participate in other social evils.
b/ Persons directly tasked with fighting against social evils who tolerate, cover, abet, ignore or fail to promptly handle violators (prostitution, use of narcotic substances, illegal gambling, borrowing, lending or illegal storing, circulating, buying and selling, transporting and using cultural products with prohibited or harmful contents).
c/ Store, circulate, buy, sell, transport and use cultural products with prohibited or harmful contents.
d/ Tolerate, harbor, or be lack responsibility for the occurrence of prostitution, illegal gambling, purchase, sale, and use of narcotic substances, and other social evils in units, agencies, organizations, and geographical areas under their direct management and charge.
dd) Know but allow their parents, spouses, children, brothers, sisters, siblings or relatives living in the same family to illegally use, produce, store, buy, sell and transport narcotic substances.
3. Communist party members commit violations in Clauses 1 and 2 of this Article that cause very serious consequences or violate one of the following cases, they shall be disciplined by expulsion:
a/ Organize the production, sale or circulation and dissemination of cultural products with prohibited or harmful contents.
b/ Illegally produce, store, buy, sell, transport or use narcotic substances.
c/ Use illegal debt collection acts in any form.
d/ Harbor and broker prostitution; organize prostitution activities; protect prostitution; take advantage of the service business to engage in prostitution.
dd) Mastermind, initiate or organize gambling in any form or have been handled for gambling acts but continuing to re-offend.
Thus, there is no specific regulation on taking disciplinary measures against communist party members engaging in sex buying.
However, a communist party member directly tasked with fighting against social evils who tolerates, covers, abets, ignores or fails to promptly handle persons engaged in prostitution may be expelled from the Communist Party of Vietnam if the violation causes very serious consequences.

How much is the administrative fine for engaging in sex buying in Vietnam
Article 24 of Decree 144/2021/ND-CP stipulates administrative penalties for engaging in sex buying as follows:
Sex buying;
1. A fine of from VND 1.000.000 to VND 2.000.000 shall be imposed for buying sex:
2. A fine of from VND 2.000.000 to VND 5.000.000 shall be imposed for buying sex in case the offence involves more than one person at the same time.
3. Additional penalty:
Confiscate the exhibits and means used for committing administrative violations specified in Clauses 1 and 2 of this Article.
Thus, individuals engaging in sex buying will be fined from 1,000,000 to 2,000,000 VND, and engaging in sex buying with two or more individuals at the same time will be fined from 2,000,000 to 5,000,000 VND, with confiscation of exhibits and means involved in the violation.
The fine applies to individuals' administrative violations. For organizations committing the same violations, the fine shall be doubled.
What are administrative penalties imposed on those protecting sex buying in Vietnam?
Article 26 of Decree 144/2021/ND-CP stipulates administrative penalties for other acts related to prostitution activities as follows:

1. A warning or a fine ranging from 300.000 VND to 500.000 VND shall be imposed for prostitution or engaging in sexual acts.
2. A fine of from VND 5.000.000 to VND 10.000.000 shall be imposed for concealment, protection for prostitution.
3. A fine of from VND 10.000.000 to VND 20.000.000 shall be imposed for assisting, enticing, tempting, forcing or another person to buy or sell sex:

b) Contributing money and property to prostitution;

6. Remedial measure:
Enforced return of benefits illegally obtained from the commission of the violation in prescribed Clauses 1, 2, 3, 4 and 5 of this Article;
Thus, those engaged in protecting sex buying can be fined from 5,000,000 to 10,000,000 VND. If individuals holding positions, authority, or prestige engage in these actions, the fine ranges from 50,000,000 to 75,000,000 VND. Additionally, violators must return the illegal profits obtained.
The fine applies to individuals' administrative violations. For organizations committing the same violations, the fine will be doubled.
