According to the Government of Vietnam's electronic information portal dated March 3, the Ministry of Education and Training (MoET) organized the 2023 admission conference with the following information:

From 2023, the Ministry continues to simplify the admission registration process to reduce confusion for candidates. Candidates only need to register for admission by major, without the need to register for the admission methods as in 2022. Candidates can be admitted via any method into their registered major if they meet the conditions.

Innovations in the admission regulation and technology systems have yielded positive results. Candidates benefit the most from conveniently performing procedures on the online system while being assured of the highest chance of admission into the desired major and university according to their aspirations and capabilities.

In 2023, the admission process remains fundamentally stable. From this year, candidates only need to register for admission by major, without the need to register for the admission methods as in 2022. Candidates can be admitted via any method into their registered major if they meet the conditions.

The Ministry also applies priority points for candidates with a total score of 22.5 or more (on a scale of 10 and a total of 3 subjects can reach a maximum of 30) which will gradually decrease. Candidates benefit from regional priority policies based on the regulations in the year they graduate from high school (or intermediate) and one subsequent year.

What Subjects Are Included in the High School Graduation Exam?

Based on the provisions of Article 3 of the Examination Regulations issued with Circular 15/2020/TT-BGDDT, the regulations are as follows:

Exams

05 exams are organized, including: 03 independent tests which are Mathematics, Literature, Foreign Language; 01 Natural Science combined test (abbreviated as NS) includes the component subjects Physics, Chemistry, Biology; 01 Social Science combined test (abbreviated as SS) includes the component subjects History, Geography, Citizenship Education for candidates studying the regular high school education program or the component subjects History, Geography for candidates studying the continuing education program at the high school level.

Thus, the subjects included in the high school graduation exam are determined as follows:

- For candidates taking the Natural Science combined test:+ Mathematics.+ Literature.+ English.+ Physics, Chemistry, Biology in 01 combined test.

- For candidates taking the Social Science combined test:+ Mathematics.+ Literature.+ English.+ History, Geography, Citizenship Education.

- For candidates studying the continuing education program at the high school level taking the Social Science combined test:+ Mathematics.+ Literature.+ English.+ History, Geography.

Therefore, candidates taking the 2023 high school graduation exam will perform the exams with the subjects mentioned above. The content of the high school graduation exam will be within the high school program, primarily the 12th-grade program.

Among them, the exams for Mathematics, Foreign Language, Natural Science, and Social Science will be in the form of multiple-choice (collectively called multiple-choice exams); the Literature exam will be in the form of essay-writing (collectively called essay exams).

Who Are Eligible to Take the 2023 High School Graduation Exam?

Based on the provisions of Article 12 of the Examination Regulations issued with Circular 15/2020/TT-BGDDT, the candidates eligible to take the high school graduation exam include:

- Individuals who have completed the high school program in the year the exam is held.- Individuals who completed the high school program but have not taken or have taken but have not passed the high school graduation exam in previous years.- Individuals who have obtained the high school diploma, individuals who have obtained the intermediate diploma take the exam to get results as a basis for admission registration.- Other special cases as decided by the Minister of MoET.

What Are the Standards and Conditions for Those Participating in Organizing the High School Graduation Exam?

Based on Article 5 of the High School Graduation Examination Regulations issued with Circular 15/2020/TT-BGDDT, the standards and conditions for those participating in organizing the exam are as follows:

- Civil servants, public employees, and staff participating in the exam must be individuals who:+ Have good ethical qualities, a sense of law compliance, and a high sense of responsibility.+ Master the procedures related to exam work.+ Are not currently under disciplinary action related to the exam regulations.

- Those who have spouses, parents, children, siblings; parents-in-law, siblings-in-law; guardians; or wards (collectively referred to as relatives) taking the exam in the year the exam is organized are not allowed to participate in preparing the exam questions and organizing the exam in the locality where their relatives are taking the exam.

- Besides the standards and conditions stipulated in Clauses 1 and 2, Article 5 of the regulations issued with Circular 15/2020/TT-BGDDT, those participating in preparing the exam questions and grading the essay exams must be individuals with good professional competence.
