Where to Register for Notary Practice Internship?
Based on Article 11 of the 2014 Notary Law, the regulations are as follows:
Notary Practice Internship
1. Individuals with a certificate of graduation from a notary training course or a certificate of completion of a notary professional training course must practice their profession at a notary practice organization. Interns may voluntarily contact a qualified notary practice organization to arrange their internship; if they cannot make such an arrangement, they may request the Department of Justice in the locality where they wish to intern to arrange an internship at a qualified notary practice organization.
Interns must register for their internship at the Department of Justice in the locality where the notary practice organization that accepts them is located.
The internship duration for notary practice is 12 months for those with a certificate of graduation from a notary training course and 6 months for those with a certificate of completion of a notary professional training course. The internship period begins from the day of internship registration.
2. The notary practice organization accepting interns must have notaries who meet the conditions to guide interns as stipulated in Clause 3 of this Article and must ensure the necessary facilities for the internship.
3. The notary practice organization shall assign a notary to guide the intern.
The guiding notary must have at least 2 years of notary practice experience. Notaries who have been disciplined or fined for administrative violations in notary activities can only guide interns 12 months after completing the disciplinary decision or administrative fine. At the same time, a guiding notary may not supervise more than two interns.
The guiding notary is responsible for guiding and overseeing the tasks performed by the intern as stipulated in Clause 4 of this Article.
4. Notary practice interns are guided on notary practice skills and undertake notary-related tasks as assigned and under the responsibility of the guiding notary. Interns are not allowed to sign notary documents.
5. Upon completing the internship period, interns must submit a written report on their internship results, with comments from the guiding notary and certification from the notary practice organization to the Department of Justice where they registered their internship; they will be registered to take the notary practice internship result examination. Those who pass the examination will be granted a certificate of notary practice internship result.
6. The Minister of Justice provides detailed regulations on notary practice internship and examination of internship results.
According to the above regulations, a notary practice intern must register for their internship at the Department of Justice in the locality where the notary practice organization that accepts them is located.

In What Cases Is a Notary Practice Internship Suspended?
Based on Article 5 of Circular 04/2015/TT-BTP, the regulations on suspending a notary practice internship are as follows:
- In cases of legitimate reasons, interns may suspend their internship but must notify the notary practice organization in writing at least 5 working days before the suspension date.
- Individuals with a 12-month internship duration can suspend their internship up to two times, each suspension not exceeding 6 months; individuals with a 6-month internship duration can suspend their internship once, not exceeding 6 months.
- The suspension period is not included in the internship duration.
The time spent on the internship before suspension is counted towards the total internship duration, except in cases where re-registration of the internship is required as stipulated in Clause 3, Article 6 of this Circular.
In What Cases Is a Notary Practice Internship Terminated?
According to Clause 1, Article 6 of Circular 04/2015/TT-BTP, the regulations on terminating notary practice internships are as follows:
- Voluntary termination of the internship;
- Being recruited as officials and public employees (except public employees working at the Notary Office), officers, professional soldiers, defense workers in agencies or units of the Vietnam People's Army; officers, non-commissioned officers, workmen in agencies or units of the Vietnam People's Public Security;
- No longer residing permanently in Vietnam;
- Being convicted with a legally effective judgment;
- Being subjected to administrative handling measures as stipulated by the law on handling administrative violations;
- Suspending the internship beyond the permitted number of times or not resuming the internship after the suspension period as stipulated in Clause 2, Article 5 of this Circular;
- Being removed from the List of Interns by the Department of Justice as stipulated in Clause 1, Article 30 of Circular 04/2015/TT-BTP;
- Falling into cases where they are not eligible to register for a notary practice internship at the time of internship registration.
