Who are seagoing ship registrars in Vietnam?
Pursuant to Clause 1, Article 3 of Circular 51/2017/TT-BGTVT, the regulations are as follows:
1. Seagoing ship registrars are individuals recognized and issued registrar cards to perform the tasks of registering seagoing ships, maritime structures, and industrial products in accordance with the law and relevant international conventions. Seagoing ship registrars include:
a) Seagoing ship registrars who perform design appraisal tasks;
b) Seagoing ship registrars who perform inspection tasks;
c) Seagoing ship registrars who perform assessment tasks.
2. Maritime registration service staff (hereinafter referred to as service staff) are individuals who receive tasks, store and issue documents, and stamps used in the registration of seagoing ships and perform other tasks to support maritime registration activities.
Therefore, based on the above regulations, seagoing ship registrars are individuals recognized and issued registrar cards to perform the tasks of registering seagoing ships, maritime structures, and industrial products in accordance with the law and relevant international conventions.

What are the cases of revocation of certificates and cards of seagoing ship registrars in Vietnam?
Pursuant to the provisions of Article 15 of Circular 51/2017/TT-BGTVT, which have been repealed by Article 8 of Circular 17/2023/TT-BGTVT, the regulations are as follows:
Revocation of certificates and cards of seagoing ship registrars
1. The certificates and cards of seagoing ship registrars shall be revoked in the following cases:
b) Violation of current regulations in the performance of duties, with disciplinary actions ranging from warning onwards;
c) Not being entrusted with the task of registering seagoing ships by the head of the agency or unit.
2. The Director of the Vietnam Maritime Registration Bureau is responsible for revoking the certificates and cards of seagoing ship registrars in the cases mentioned in Article 1 of this provision.
Therefore, the certificates and cards of seagoing ship registrars are revoked in the following cases:
- Violation of current regulations in the performance of duties, with disciplinary actions ranging from warning onwards;
- Not being entrusted with the task of registering seagoing ships by the head of the agency or unit.

2. Duties of senior seagoing ship registrars
In addition to the tasks of conducting inspections, design appraisal, and assessments performed by seagoing ship registrars, senior seagoing ship registrars also perform the following tasks:
a) Advise the unit's leaders on professional and technical matters when required;
b) Take charge of conducting scientific research topics, developing legal regulations, standards, technical regulations, and guidance for registration procedures;
c) Participate in the development of long-term, five-year, and annual strategies, plans for vehicle and industrial product registration work;
d) Participate in training, providing guidance on professional tasks, and evaluating senior registration officers according to the assignment of unit leaders.
Therefore, senior seagoing ship registrars, in addition to the tasks performed by seagoing ship registrars such as inspections, design appraisal, and assessments, also perform the following tasks:
- Advise the unit's leaders on professional and technical matters when required;
- Take charge of conducting scientific research topics, developing legal regulations, standards, technical regulations, and guidance for registration procedures;

Powers of seagoing ship registrars
1. Seagoing ship registrars have the right to request vehicle owners or establishments involved in the design, construction, new building, conversion, restoration, repair, maintenance, testing, and management of vehicles and industrial products to provide technical documents and necessary conditions to carry out registration work, ensuring safety during the performance of their duties.
2. They have the right to retain and report directly to higher authorities when their opinions differ from the decision of the unit's leader regarding the conclusion of technical evaluation and the suitability of the subject being appraised, inspected, or assessed.
3. They have the right to sign and use seals, stamps, and professional marks when establishing registration dossiers for subjects being appraised, inspected, or assessed as prescribed.
4. They have the right to refuse to conduct appraisal, inspection, or assessment if the assigned tasks exceed their recognized professional capacity or if they find that the occupational safety conditions at the site are not guaranteed.
Therefore, based on the above regulations, seagoing ship registrars have the following powers:
