On September 8, 2023, the Ho Chi Minh City Labor Federation issued Plan 48/KH-LDLĐ of 2023 to organize Tet activities for Tet holiday 2024 for trade union members, workers, public employees, and laborers in Ho Chi Minh City.

Section III of Plan 48/KH-LDLĐ of 2023 guides the Tet holiday 2024 care activities as follows:

* Activities of Inspection and Supervision:

- Proactively coordinate with relevant agencies to monitor, inspect, and supervise employers in implementing legal provisions on salary and bonus policies during Tet.

- Strengthen dialogue and negotiation activities on content to care for the material and spiritual life of Trade union members and laborers during Tet. Implement measures to detect, prevent labor disputes and illegal strikes during Tet promptly and effectively, contributing to ensuring local security and order.

* Visiting and Wishing Tet:

- Visit and wish Tet to enterprises that implement good labor policies, ensure production safety, contribute significantly to the labor union organization, non-state enterprises experiencing order reductions, newly established labor union organizations, units with difficult working environments, and families of trade union members in special difficulties.

- Organize gatherings to give gifts and visit families of Comrade martyrs, former Ho Chi Minh City Labor Federation leaders, and retired labor union officers of the Ho Chi Minh City Labor Federation on the occasion of the Tet holiday 2024.

- Organize “Workers Celebrate Tet with the City” gatherings at boarding houses during Tet; Visit and wish Tet to boarding house owners who perform well in waiving or reducing boarding rents, accompanying workers, trade union members, workers, public employees, and boarders who do not return to their hometowns for Tet; “Tet for Children” program.

* Care Activities:

- The "Meaningful Ticket - Tet Reunion" program supports full or partial bus, train, or airplane tickets for trade union members and workers wishing to return to their hometowns for Tet and return to work safely, conveniently, and thoughtfully.

- Organize the "Family of Workers Celebrate Tet with the City" program.

- The members' welfare program “Meaningful Market - Tet Reunion” via online or direct modes, “Non-cash Shopping and Payment Festival” serves trade union members and workers celebrating Tet.

- Gather and give gifts to the Executive Committee of syndicates and syndicate members in difficult circumstances.

- The "Sum Vay Tet - Spring Appreciation" program.

- Coordinate with the Department of Labor, Invalids, and Social Affairs, the City Youth Union, and the City Business Association to organize consulting activities, introduce jobs, and career opportunities.

- Organize media programs, press conferences, coordinate with press agencies to inform and introduce Tet activities: propose to the Ho Chi Minh City People's Committee to support and encourage units and enterprises to donate, discount tickets (Spring Flower Festival, cinemas, drama theaters...) and cultural and artistic programs to serve trade union members and workers celebrating Tet.

What is the budget for Tet holiday 2024 care for trade union members, workers, public employees, and laborers in Ho Chi Minh City?

Subsection 2 of Section II of Plan 48/KH-LDLĐ of 2023 stipulates the care budget as follows:

- Workers receive care with an amount equal to ½ of the care amount for trade union members.

- Units with private investment sources may self-determine higher amounts, which can be in cash or in-kind.

Note: Trade union members and workers only receive one form of the most beneficial care, without duplication.

- Promote proactiveness and flexibility in organizing activities and taking care of trade union members and workers to ensure widespread care without omission, duplication of beneficiaries, and adherence to democratic centralism principles in selecting beneficiaries.

- Proactively participate with the employer in publicizing and supervising the implementation of salary, bonus, and other welfare plans to ensure the rights of trade union members and workers; working conditions, working hours, rest time, overtime; ensuring reasonable benefits for DV&NLĐ working overtime or on Tet.

- Propagate and motivate trade union members and workers to return to production immediately after Tet holidays to boost production and economic development.

- At capable enterprises, organize the "Sum Vay Tet" for trade union members and workers or other forms of encouragement and care. Motivate trade union members and workers on Tet duty to perform well, ensuring safety.

- The internal labor union participates with unit and enterprise leaders in developing the payroll plan for February 2024, bonuses, and other welfare payments intended for the Lunar New Year; publicize the bonus payment time and Tet holiday schedule early for workers' awareness and peace of mind in production; in case of difficulties, promptly report to the direct higher-level trade union for support.

- Coordinate with employers to promptly resolve workers' petitions and issues related to salary, Tet bonus policies, Tet holidays...

- Proactively cooperate with other organizational bodies to host Tet activities for trade union members and workers who cannot return to their hometown for Tet, and visit their families; with the motto of ensuring happiness, safety, and thrift.

- Actively grasp the number of trade union members and workers needing to return to their hometown for Tet to appropriately arrange for their safe and thoughtful trips.

- Promptly report to the higher-level trade union if the enterprise faces production difficulties, goes bankrupt, or if the employer has fled and failed to pay or cannot pay salaries or Tet bonuses before Tet.
