Circular 79/2023/TT-BTC: What are the guidelines for the Law on Emulation and Commendation in the field of finance in Vietnam?
Recently, the Minister of Finance issued Circular 79/2023/TT-BTC providing guidelines for the Law on Emulation and Commendation in the field of finance.
Accordingly, regulations on emulation and commendation in the field of finance will be applied to the following two groups:
- Officials, public employees, employees, and collectives in units under the Ministry of Finance and its subordinate departments.
- Other individuals and collectives who have made contributions to the construction and development of the Ministry of Finance.
In addition, Article 10 of Circular 79/2023/TT-BTC stipulates the responsibilities of organizations and individuals in the work of emulation and commendation as follows:
- The Minister of Finance organizes and directs the implementation of the emulation movement throughout the finance sector, decides to award emulation titles and forms of reward according to his/her authority or submits to competent authorities for consideration and approval of emulation titles and forms of reward as prescribed by the law on emulation and commendation, and takes responsibility for the work of emulation and commendation in the finance sector.
- The Organizational Affairs Department is responsible for advising the Minister of Finance on the establishment and issuance of regulations on the operation of the Emulation and Commendation Council, the Innovation Council; serving as the standing body of the Emulation and Commendation Council of the Ministry of Finance, responsible for chairing and coordinating with agencies and units under the Ministry in proposing to the Minister the orientation, content, program, plan, and measures to organize the emulation movement; guiding, overseeing, reviewing, and summarizing the emulation movements and reward work; promoting exemplary and advanced individuals, good examples, and good deeds in the finance sector.
- The Emulation and Commendation Council of the Ministry of Finance reviews and submits the proposed reward dossier to the Minister of Finance for consideration and approval according to his/her authority or submits to competent authorities for consideration and approval of emulation titles and forms of reward as prescribed by the law on emulation and commendation.
- The heads of units under the Ministry of Finance, units under the jurisdiction of the Ministry's commendation line are responsible for chairing and coordinating with the Party Committee, Trade Union, and Youth Union at the same level, concretizing the content, expenditure, and measures to organize the emulation movements and supervising their implementation; summarizing and evaluating the emulation movements and promoting exemplary individuals.
- They propose rewards and take responsibility for the standards and conditions for rewards; make recommendations for innovation in the work of emulation and commendation; provide opinions on reward cases when requested by the standing body of the Emulation and Commendation Council of the Ministry of Finance.
- The media agencies under the Ministry are responsible for regularly disseminating information about the emulation and commendation work; discovering good examples, good deeds, outstanding individuals and collectives in the emulation movement to promote and disseminate advanced examples; promptly reporting and struggling against violations of the law on emulation and commendation.
- Individuals and collectives proposed for emulation titles and forms of reward are responsible for complying with the law in reporting their achievements, preparing reward proposals; and must comply with the law in preserving and maintaining the reward items.

What are the types of commendation in Vietnam?
Based on the provisions of Article 8 of the Law on Emulation and Commendation 2022, there are currently the following types of commendation:
Commendation types
1. Commendations for meritorious services are for individuals or collectives that regularly achieve excellent achievements in Fatherland Construction and Defense.
2. Irregular commendations are timely commendations for individuals, collectives, or households that irregularly achieve excellent achievements.
3. Emulation movement commendations are for individuals, collectives, or households that have excellent achievements in emulation movements launched and directed by competent authorities within a specific time or thematic emulations for political tasks of the CPV or the State.
4. Contribution process commendations are for individuals who have long-term participation in revolutionary periods or Fatherland Construction and Defense, hold the leading or managerial positions in state agencies, public service providers, political organizations, socio-political organizations, social-political-vocational organizations, social organizations, or socio-vocational organizations with tasks assigned by the CPV or State, conduct meritorious services, or contribute achievements to the revolutionary cause of the CPV and the nation.
5. Seniority-based commendations are for individuals of the People’s Army and the People’s Public Security who have achievements and working histories in the people’s armed forces.
6. Diplomatic commendations are for Vietnamese individuals or collectives residing abroad; foreign individuals or collectives that contribute achievements to the Fatherland Construction and Defense of Vietnam.
Vietnam: How many forms of commendations are there?
Based on the provisions of Article 9 of the Law on Emulation and Commendation 2022, there are currently 7 forms of commendations as follows:
(1) Order.
(2) Medal.
(3) Honorary title of the state.
(4) “Giải thưởng Hồ Chí Minh” (Ho Chi Minh Prize), “Giải thưởng Nhà nước” (State Prize).
(5) Commemorative medal.
(6) Diploma of Merit.
(7) Certificate of Merit.
