On July 12, 2024, the Minister of Health of Vietnam issued Circular 11/2024/TT-BYT stipulating the standards, conditions for considering promotion of professional titles for public employees specializing in medicine, pharmacy, and population.

Circular 11/2024/TT-BYT specifically stipulating the standards, conditions for considering promotion of professional titles for public employees specializing in medicine, pharmacy, and population, includes:

- Standards, conditions for promotion to the title of Senior Doctor (rank I), Senior Preventive Medicine Doctor (rank I), Senior Public Health (rank I), Senior Pharmacist (rank I).

- Standards, conditions for promotion to the title of Principal Doctor (rank II), Principal Preventive Medicine Doctor (rank II), Principal Public Health (rank II), Principal Pharmacist (rank II), Nurse rank II, Midwife rank II, Medical Technician rank II, Nutritionist rank II, Population Specialist rank II.

What are the general conditions for considering promotion of professional titles for public employees specializing in medicine, pharmacy, and population?

Clause 1, Article 2 of Circular 11/2024/TT-BYT stipulates the general conditions for considering promotion in professional titles for public employees specializing in medicine and pharmacy as follows:

(1) Meet the standards, conditions stipulated in Clause 1, Article 32 of Decree 115/2020/ND-CP dated September 25, 2020 by the Government of Vietnam on the recruitment, use, and management of public employees, which has been amended and supplemented by Clause 16, Article 1 of Decree 85/2023/ND-CP dated December 7, 2023, by the Government of Vietnam amending and supplementing several articles of Decree 115/2020/ND-CP dated September 25, 2020, by the Government of Vietnam on the recruitment, use, and management of public employees and the following conditions:

- Determined by the head of the competent authority managing public employees to nominate public employees for consideration for promotion in professional titles;- Regarding diploma and certification requirements, fulfill all standards for training, retraining levels, and professional competency standards stipulated in the Circulars, Joint Circulars stipulating the codes and standards of professional titles for public employees specializing in medicine, pharmacy, and population.

(2) There is a job position that is still vacant corresponding to the rank of the professional title being considered for promotion.

What are the specific conditions for considering promotion of public employees specializing in medicine, pharmacy from rank II to rank I in Vietnam?

Clause 2, Article 2 of Circular 11/2024/TT-BYT stipulates the specific conditions for considering the promotion of public employees specializing in medicine and pharmacy as follows:

Specific standards, conditions for considering promotion of public employees specializing in medicine and pharmacy from rank II to rank I:

Public employees applying for promotion to the professional title of Senior Doctor (rank I), Senior Preventive Medicine Doctor (rank I), Senior Public Health (rank I), Senior Pharmacist (rank I) must meet the general standards, conditions stipulated in Clause 1 of this Article and while holding the professional title rank II achieve one of the following achievements, results:

a) Appointed to the title of Professor or Associate Professor in a specialty corresponding to the professional title being applied for promotion;

b) Awarded the title “People's Doctor”;

c) Awarded the title National Emulation Fighter;

d) Awarded the Labor Order, Second Class or higher;

đ) Principal investigator or key participant in at least one scientific and technological task at the ministry or provincial level or higher, which must be assessed as satisfactory or higher;

e) Principal investigator or key participant in at least one project or one guideline, technical procedure in the field of work issued by the ministry or provincial level;

g) Principal investigator in at least three scientific and technological tasks at the institutional level or higher which must be assessed as satisfactory or higher.

Specific standards, conditions for considering promotion of public employees specializing in medicine and pharmacy from rank II to rank I are as follows:

Public employees applying for promotion to the professional title of Senior Doctor (rank I), Senior Preventive Medicine Doctor (rank I), Senior Public Health (rank I), Senior Pharmacist (rank I) must meet the general standards, conditions stipulated in Clause 1 of this Article and while holding the professional title rank II achieve one of the following achievements, results:

+ Appointed to the title of Professor or Associate Professor in a specialty corresponding to the professional title being applied for promotion
