On May 15, 2024, the Minister of Public Security issued Circular 17/2024/TT-BCA detailing certain provisions and implementation measures of the Law on Identification.
Circular 17/2024/TT-BCA provides detailed regulations and implementation measures regarding the format of electronic identity cards; information displayed on identity cards concerning the place of residence; information displayed on identity cards in cases where information on the place of birth, place of birth registration, native place, ethnicity, and religion is incomplete or unavailable; the organization of mobile collection of identity card issuance, replacement, and reissuance applications when necessary; agreements on the use of national identification applications; forms used in the issuance and management of identity cards; forms used in the collection, update, modification, integration, confirmation, and exploitation of information in the National Population Database and the Identification Database; and the responsibilities of the public security units and localities in the issuance and management of identity cards.
Circular 17/2024/TT-BCA is applicable to the following subjects:
(1) Public security units and localities.
(2) Officers, non-commissioned officers, and soldiers of the People's Public Security.
(3) Agencies, organizations, and individuals involved in the issuance and management of identity cards.

What are regulations on e-identification format in Vietnam from July 1, 2024?
Article 3 of Circular 17/2024/TT-BCA stipulates the e-identification format in Vietnam as follows:
- The electronic identity card is displayed in the form of an image of the identity card or a valid citizen identity card, and other information stored and integrated into the electronic identity card is displayed as characters. The electronic identity card is created by the identity management agency of the Ministry of Public Security with a unique code to ensure accuracy and integrity according to the provisions of the law on electronic transactions.
- The electronic identity card is accessed and used through an electronic identification account on the national identification application; it is promptly updated with relevant information concerning the issuance, management, and integration of information on the identity card.
What are the regulations on information displayed on ID cards about places of residence in Vietnam from July 1, 2024?
Article 4 of Circular 17/2024/TT-BCA regulates the information displayed on ID cards about places of residence in Vietnam:
Information displayed on ID cards about places of residence in Vietnam
1. Information on the place of residence displayed on the identity card is the permanent residence information of the identity cardholder.
2. If the applicant for issuance, replacement, or reissuance of the identity card does not have a permanent residence but has a temporary residence, the place of residence information displayed on the identity card is the temporary residence of the identity cardholder.
3. If the applicant for issuance, replacement, or reissuance of the identity card does not have a permanent residence or a temporary residence due to not meeting the conditions for permanent or temporary residence registration, the place of residence information displayed on the identity card is the current place of residence of the identity cardholder.
4. If the applicant for issuance, replacement, or reissuance of the identity card does not have information on the place of residence in the National Population Database, the identity management agency is responsible for guiding citizens to perform procedures for permanent or temporary residence registration or to declare residence information. For Vietnamese citizens residing abroad without a residence in Vietnam, the place of residence information displayed on the identity card is the residence address abroad (clearly translated into Vietnamese).
The information displayed on ID cards about places of residence in Vietnam from July 1, 2024, is as follows:
