"Article 1. Scope of regulation and subjects of application
1. This Circular stipulates the price bracket for franchising the operation of aviation services at airports and airfields.
2. This Circular applies to:
a) Airport enterprises;
b) Enterprises providing aviation services at airports and airfields;
c) Other organizations and individuals related to the franchising of aviation services at airports and aerodromes."

According to Clause 2, Article 2 of Circular 13/2022/TT-BGTVT stipulating the price bracket for franchising air services, the regulations on calculating the franchise price are:
- The franchise prices specified in Clause 1 of this Article are exclusive of value-added tax;
- The franchise prices according to the percentages specified in Sections 1 to 5, Clause 1 of this Article are calculated on the turnover (excluding value-added tax) of the enterprises participating in the provision of the respective services;
- The revenue or output used to calculate the mining franchise price does not include the revenue or output of companies providing services for their own businesses and subsidiaries, which are 100% charter capital owned by the parent company services for the parent company.
- Airport enterprises and aviation service providers at airports or aerodromes shall negotiate and negotiate service prices within the price bracket specified in Clause 1 of this Article.
Circular 13/2022/TT-BGTVT comes into force from September 1, 2022.
