On June 10, 2024, the Government of Vietnam issued Decree 63/2024/ND-CP prescribing the implementation of electronic interconnection for 02 groups of administrative procedures: birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, deletion of permanent residence registration, handling funeral expenses, death benefit.
Decree 63/2024/ND-CP stipulates the implementation of electronic interconnection for 02 groups of administrative procedures: birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, deletion of permanent residence registration, handling funeral expenses, death benefit (hereafter referred to as 02 groups of electronic interconnection administrative procedures); responsibilities of ministries and central authorities, agencies, organizations, and individuals in implementing 02 groups of electronic interconnection administrative procedures.
Decree 63/2024/ND-CP applies to the following subjects:
- This Decree applies to agencies, organizations, and individuals involved in the implementation of the electronic interconnection process for 02 groups of administrative procedures: birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, deletion of permanent residence registration, handling funeral expenses, death benefit.
- The implementation of electronic interconnection administrative procedures to resolve burial expense allowances and death allowances by the Vietnam Social Security sector applies to deceased persons who are receiving pensions, monthly social insurance allowances, or participating in voluntary social insurance.
- The implementation of electronic interconnection administrative procedures to resolve funeral expense support, burial expense allowances, and death allowances by the labor, war invalids, and social affairs sector applies to deceased persons who are receiving social protection policies or who have contributed to the revolution.

What are the principles for implementing the electronic interconnection process?
According to Article 4 of Decree 63/2024/ND-CP, the principles for implementing the electronic interconnection process for 02 groups of administrative procedures: birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, deletion of permanent residence registration, handling funeral expenses, death benefit are as follows:
- The organization of receiving and resolving administrative procedures in the electronic environment is carried out reasonably, scientifically, ensuring the requirement of exploiting and reusing data to serve the reform and simplification of administrative procedures between agencies, organizations, and requesters, without requiring the submission of paper documents; transitioning from pre-check to post-check processing to facilitate the requester and related agencies, organizations in receiving and resolving administrative procedures.
- The implementation of electronic interconnection administrative procedures in this Decree has the same legal value as other forms prescribed by law; does not increase costs for individuals and organizations.
- The result of resolving administrative procedures belonging to the group of electronic interconnection administrative procedures is a part of the dossier of another procedure in the group and will be automatically shared by the system to complete the dossier sent to the competent authority for resolution according to regulations.
- For data managed by the agency handling administrative procedures or already shared by other state agencies, implement according to the provisions of Decree 45/2020/ND-CP of the Government of Vietnam on performing administrative procedures in the electronic environment; for dossier components without electronic data, implement according to Decree 107/2021/ND-CP of the Government of Vietnam amending and supplementing some articles of Decree 61/2018/ND-CP of the Government of Vietnam on implementing the one-stop-shop, inter-agency one-stop-shop mechanism in resolving administrative procedures.
- Information in electronic declarations stipulated in this Decree that is already in the national population database, electronic civil status database, or national insurance database, and relevant information systems shall be automatically filled in by the Interconnected Public Service Software.
- Electronic files and forms of individual procedures will be automatically separated by the Interconnected Public Service Software and transferred to competent authorities for resolution according to regulations. Birth and death registration files will be synchronized with the provincial administrative procedures resolution information system; permanent residence registration, permanent residence deletion, health insurance card issuance files for children under 6 years old, burial expense allowance, and death benefit files will be synchronized with the related ministries and central authorities' software.
- The time the requester completes the dossier or confirms via the VNelD application is not included in the administrative procedure resolution time.
When does Decree 63/2024/ND-CP take effect?
According to Article 29 of Decree 63/2024/ND-CP, Decree 63/2024/ND-CP takes effect from June 10, 2024.
The submission, reception, and resolution of individual dossiers of organizations and individuals are carried out according to specialized legal provisions.
