Has the salary schedule for primary school teachers been established from July 1, 2024? Will salaries for primary school teachers increase or decrease?

According to Resolution 27-NQ/TW in 2018, the statutory pay rate and current salary coefficients will be abolished, and a new basic salary will be constructed as a specific amount in the new salary schedule.

Additionally, according to the spirit of Resolution 27-NQ/TW in 2018, the following will be implemented:

- Construct one salary schedule for professional and occupational positions applicable to officials and public employees not holding leadership positions; each professional grade and occupational title will have multiple salary steps based on the following principles:

+ The same level of job complexity will have the same salary;

+ Higher-than-normal working conditions and profession incentives will be implemented through professional allowance policies;

+ Rearrange the group of grades and the number of steps within the officials' grades and professional titles to encourage officials and public employees to improve their professional qualifications and skills;

+ Appointment to the officials' grade or professional title must be associated with the job position and the structure of the grade or title managed by the agency or unit managing the officials and public employees.

Moreover, the Prime Minister of the Government of Vietnam stated:

From 2025 onwards, continue to adjust salaries to increase by an average of 7% per year for officials and public employees, and armed forces until the minimum salary is equal to or higher than the minimum regional wage in Region I of the enterprise sector.

Additionally, the Ministry of Education and Training has proposed an increase in professional incentive allowances for preschool teachers by 10%, primary school teachers by 5%. The Government of Vietnam should direct relevant ministries and central authorities to soon enact this policy.

Thus, when the salary reform of 2024 is implemented, the primary school teachers' salary will increase as follows:

- An average increase of 7% per year from 2025 until the minimum salary is equal to or higher than the minimum wage in Region I of the enterprise sector.

- Rewards if any (the reward fund is about 10% of the total annual salary fund, excluding allowances) (if any).

- Increased professional incentive allowance (if the proposal is approved).

Moreover, the Minister of Home Affairs stated that in the near future, while implementing salary policies, the Ministry of Home Affairs will base its actions on Resolution 27, particularly emphasizing the spirit of the Central Executive Committee's Resolution 29, which is that teacher salaries will be prioritized according to the highest scale in the administrative career system, and this is consistent.

- Abolish out-of-salary expenses for officials and public employees sourced from the state budget, such as meeting allowances; drafting legal document allowances, project allowances; seminars... Implement a salary fund contract associated with staff streamlining goals for agencies and units. Expand the funding mechanism linked to task performance outcomes. Do not link the salary level of officials and public employees with the construction, amendment, and supplementation of policy documents and policies that do not have a salary nature. Study the regulation of non-salary policy contracts (cars, phones...). Only issue new policies and policies when resources for implementation have been arranged and balanced.

Thus, it is projected that after implementing the salary reform policy, the allowances for primary school teachers that will be abolished include:
