2 Minimum Salary Levels of Officials in 2024?

The minimum salary levels of officials in 2024 are divided into two time periods as follows:

*From January 01, 2024 - June 30, 2024

Currently, the C3 official salary grade is the lowest salary grade as stipulated in Section 6 Salary Table for specialists and professional jobs for officials in state agencies, promulgated with Decree 204/2004/ND-CP supplemented by Point d, Clause 2, Article 1 Decree 17/2013/ND-CP specifically as follows:

- Salary Grade 1: Coefficient 1.35: Salary 2,430,000 VND/month- Salary Grade 2: Coefficient 1.53: Salary 2,754,000 VND/month- Salary Grade 3: Coefficient 1.71: Salary 3,078,000 VND/month- Salary Grade 4: Coefficient 1.89: Salary 3,402,000 VND/month- Salary Grade 5: Coefficient 2.07: Salary 3,726,000 VND/month- Salary Grade 6: Coefficient 2.25: Salary 4,050,000 VND/month- Salary Grade 7: Coefficient 2.43: Salary 4,374,000 VND/month- Salary Grade 8: Coefficient 2.61: Salary 4,698,000 VND/month- Salary Grade 9: Coefficient 2.75: Salary 4,950,000 VND/month- Salary Grade 10: Coefficient 2.97: Salary 5,346,000 VND/month- Salary Grade 11: Coefficient 3.15: Salary 5,670,000 VND/month- Salary Grade 12: Coefficient 3.33: Salary 5,994,000 VND/month.

The above salaries are calculated based on the current statutory pay rate: 1,800,000 VND (Decree 24/2023/ND-CP).

The minimum salary for officials from January 01, 2024, to June 30, 2024, is 2,430,000 VND/month.

*From July 01, 2024

On November 10, the National Assembly passed a Resolution on the 2024 state budget estimate.

The Resolution states clearly that from July 1, 2024, to implement a comprehensive wage policy reform according to Resolution 27-NQ/TW of 2018 of the Seventh Conference of the 12th Central Executive Committee.

According to Resolution 27-NQ/TW of 2018, the goals set for officials and public employees when implementing the 2024 wage reform are as follows:

(2) From 2021 to 2025 and vision to 2030

a) For the public sector

- From 2021, apply a new unified wage policy to officials and public employees, and the armed forces in the entire political system.

- In 2021, the lowest salary of officials and public employees is equal to the average lowest salary of regions in the enterprise sector.

- Periodically increase salaries in line with the consumer price index, economic growth rate, and state budget capacity.

- By 2025, the lowest salary of officials and public employees should be higher than the average lowest salary of regions in the enterprise sector.

- By 2030, the lowest salary of officials and public employees should be equal to or higher than the lowest salary of the highest region in the enterprise sector.

Thus, if there are no changes, the minimum salary of officials from July 01, 2024, will be equal to the average minimum salary of regions in the enterprise sector.

On December 20, 2023, the National Wage Council met to discuss and negotiate the regional minimum wage adjustment plan for 2024.

At the meeting, all members of the National Wage Council present voted to finalize the 6% regional minimum wage increase for 2024, effective from July 1, 2024.

When the regional minimum wage increases by 6%, the enterprise sector’s salary is divided into four regions, projected as follows:

Therefore, the minimum salary of officials from July 01, 2024, could be approximately 4.1 million VND.

2 minimum salary levels for officials in 2024:

Before wage reform with a salary of 2,430,000 VND and after wage reform, the salary could be around 4,100,000 VND.

The Government of Vietnam recently issued Resolution 01/NQ-CP on the main tasks and solutions to implement the socio-economic development plan and state budget estimate for 2024, which includes important directives related to the wage reform for officials, public employees, and the armed forces.

The Government of Vietnam will implement wage policy reform comprehensively and effectively in accordance with Resolution 27-NQ/TW 2018 of the Central Executive Committee on wage policy reform for officials, public employees, the armed forces, and employees in enterprises.

The job position classification for officials and public employees within the state administrative system must be completed before March 31, 2024; concurrently, clear responsibilities of each ministry, central authority, and local authority, and accountable individuals must be identified as a basis for executing the wage policy reform from July 01, 2024.

However, there is currently no official document or decree defining the specific detailed salary tables for officials.

According to Appendix IV, specific tasks for sectors and fields in 2024 (enclosed with Resolution 01/NQ-CP), the Government of Vietnam assigned the Ministry of Home Affairs to take the lead in implementing and completing the decree stipulating new wage policies for officials, public employees, and the armed forces by May 2024.

Thus, two salary tables based on job positions for officials might be completed by May 2024.

What are the two salary tables based on job positions for officials from July 01, 2024?

Based on the spirit of Resolution 27-NQ/TW 2018, the two official salary tables to be applied from July 01, 2024, are as follows:

Salary Table 01: The salary table for positions applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central to the commune level.

Salary Table 02: The salary table for professional jobs according to the grade of officials and job titles of public employees, applicable generally to officials and public employees not holding leadership titles.

However, detailed specific salary tables are not yet available at this moment.

Additionally, from July 01, 2024, eight types of allowances for officials and public employees will be applied, including:

(1) Concurrent Position Allowance

(2) Seniority Allowance beyond the limit

(3) Regional Allowance

(4) Occupational Allowance

(5) Mobility Allowance

(6) Allowance for working in particularly difficult areas

(7) Allowance based on classification of administrative units

(8) Job Responsibility Allowance

When the wage reform is implemented from July 01, 2024, the above-mentioned eight types of allowances will be applied to officials and public employees.
