Current Status of Public Restroom Systems in Schools and Urban Areas
The Government of Vietnam urgently requests the expedited implementation and completion of urban infrastructure.
Based on Section 1 of Official Telegram 126/CD-TTg in 2023, it is stated as follows:
1. Ministers, heads of sectors, Chairpersons of Provincial People's Committees and centrally run cities are to thoroughly organize and urgently implement the completion of urban infrastructure in accordance with Resolution No. 06-NQ/TW dated January 24, 2022, by the Politburo on planning, construction, management, and sustainable development of urban Vietnam until 2030, with a vision to 2045; Resolution No. 26/2022/UBTVQH15 dated September 21, 2022, by the Standing Committee of the National Assembly; Resolution No. 148/NQ-CP dated November 11, 2022, by the Government of Vietnam on the action program to implement Resolution No. 06-NQ/TW dated January 24, 2022, by the Politburo.
The Government of Vietnam has issued a request to thoroughly and urgently organize the implementation and completion of urban infrastructure for Ministers, heads of sectors, and Chairpersons of Provincial People's Committees and centrally run cities according to the following documents:
- Resolution 06-NQ/TW in 2022 by the Politburo on planning, construction, management, and sustainable development of urban Vietnam until 2030, with a vision to 2045;
- Resolution 26/2022/UBTVQH15 in 2022 by the Standing Committee of the National Assembly;
- Resolution 148/NQ-CP in 2022 by the Government of Vietnam on the action program to implement Resolution 06-NQ/TW in 2022 by the Politburo
Current state of public toilet systems in schools and urban areas
Government of Vietnam's Request for Review of Public Toilets in Schools and Urban Areas
To overcome the current state of the public toilet system in schools and urban areas mentioned above, Official Telegram 126/CD-TTg in 2023 lays out the following solutions:
Request to Chairpersons of the People's Committees of Provinces and centrally run Cities:
- Regarding the public toilet system in schools, urban public areas, tourist areas:
+ Urgently inspect the current situation, evaluate the extent to which it meets the requirements according to relevant technical standards and regulations;
+ Require functional agencies to quickly plan repairs, upgrades, ensuring functionality, convenient use, environmental hygiene requirements, and urban aesthetics, to be completed no later than Q3 2023; establish public toilet guides for public and tourist use;
+ Where there are none, urgently plan, arrange for land allocation, mobilize resources, overcome difficulties in management and operation organization, inter-sectoral coordination issues, ensure the completion of construction investment in 2023. Encourage research and application of new models that meet utility, urban aesthetic, and environmental friendliness requirements.
Increase inspection, supervision of public toilet investment implementation in the area; promptly detect and strictly handle cases where investors have not fully, timely fulfilled their responsibilities and obligations according to the approved project content; strictly handle according to legal regulations for non-implemented, delayed projects.
Request to the Ministry of Construction:
- Urgently review, research, formulate, promulgate according to authority or submit to competent authorities for formulation of regulatory documents on urban infrastructure planning, construction, and management operations (including kindergartens, primary and secondary schools, healthcare facilities, public toilets...).
- Review, complete, and soon promulgate relevant urban infrastructure technical standards and requirements, ensuring infrastructure synchronization in urban areas (including kindergartens, primary and secondary schools, healthcare facilities, public toilets...).
- Strengthen inspection, urging, and guidance for the People's Committees of Provinces and centrally run cities in organizing urban development investment according to approved urban plans and development programs.
Request to the Minister of Health, Minister of Education and Training, and heads of other ministries and agencies under the Government of Vietnam:
- According to assigned functions, urgently review and complete relevant standards; research, formulate, promulgate according to authority or submit to competent authorities for promulgation of legal documents on regulations on incentives, investment encouragement, land use management, and environmental hygiene to construct educational, medical facilities and public toilets.
- Direct affiliated healthcare facilities, schools, and public service managing units:
+ Urgently inspect the current situation of public toilet facilities, evaluate how well they meet the requirements according to relevant technical standards and regulations; plan repairs and upgrades, ensuring functionality, convenient use, environmental hygiene, and urban aesthetics, to be completed no later than Q3 2023;
+ Where there are none, urgently plan, arrange for land allocation, mobilize resources, focus on investment to ensure completion in 2023. Encourage research and application of new models that meet utility, urban aesthetic, and environmental friendliness requirements.
Current State of Public Toilet Systems in Schools and Urban Areas
On March 10, 2023, Prime Minister Pham Minh Chinh signed and issued Official Telegram 126/CD-TTg in 2023 to check, review, and invest in constructing schools, healthcare facilities in urban areas, residential areas, industrial zones, and public toilets in schools and urban areas.

In recent times, localities and sectors have made efforts to invest in educational, healthcare facilities in urban areas, residential areas, industrial zones, and public toilets in schools, tourist areas, and urban areas, creating modern, civilized, green, clean, beautiful urban spaces, gradually improving urban residents' quality of life.
However, in some urban areas, residential areas, housing areas for workers, and low-income people, there is still a lack of educational infrastructure (kindergartens, primary and secondary schools, high schools), healthcare stations; the public toilet system in schools, urban public areas, tourist areas... is still insufficient, degraded and overloaded, not meeting the needs of residents and tourists.
