Duties of Bank Vault and Treasury Officials
According to the provisions in Clause 1 and Clause 2, Article 7 of Circular 14/2022/TT-NHNN concerning bank vault and treasury officials, it is stated as follows:
Bank vault and treasury officials are specialists in the banking sector, responsible for managing and ensuring the absolute safety of assets stored in the State Bank's money vault according to assigned duties. They are positioned in work units under the State Bank.
Bank vault and treasury officials perform the following tasks:
- Conducting the accurate and timely receipt and disbursement of cash, valuable assets, and negotiable instruments as per orders from authorized levels, and in accordance with valid and legal accounting documentation;
- Maintaining vault records; tracking individual money types and assets; keeping warehouse cards; and properly documenting all necessary records and maintaining clarity and accuracy in all logbooks and documents;
- Organizing the storage of cash and assets in the vault in a neat and scientific manner, ensuring the cleanliness of the vault; applying necessary measures to ensure the quality of money and assets in the vault;
- Participating in periodic or sudden inventory audits of assets in the vault to ensure consistency between actual inventory and accounting records, vault records, and warehouse cards;
- Managing and holding the key to one lock of the vault's door, safeguarding assigned assets, overseeing locks for vault rooms, and protecting the tools (safes, steel cabinets) within the vault; holding personal responsibility for the assets within the vault related to their duties;
- Fully implementing the policies for reporting, inventorying vaults, and conforming to the State and sector regulations.
How long must Currency - Treasury Employees hold their position to be eligible for the exam to upgrade to the position of Bank Vault and Treasury Official?
Standards to Become a Bank Vault and Treasury Official
According to clauses 3 and Clause 4, Article 7 of Circular 14/2022/TT-NHNN, the standards to become a Bank Vault and Treasury Official include:
- Professional Qualification and Work Capability Standards:
+ Proficient in the regulations and procedures for managing state bank vaults and other relevant legal stipulations;
+ Knowledgeable about state legal documents on the obligation and responsibility of safeguarding assets;
+ Thorough understanding of the administrative procedures of the State Bank and the respective unit;
+ Aware of the functions and tasks of the sector and the unit;
+ Correctly handling the procedures for processing documentation, maintaining vault records, and warehouse cards;
+ Proficiency in bank cash handling and treasury operations;
+ Ability to use machinery, equipment, and technical tools related to safeguarding the security and safety of the vault.
- Educational and Training Standards:
Holding a college degree or higher in fields or specializations like economics, finance, banking, accounting, or auditing.
Additionally, officials working in units under the State Bank must meet the general standards of ethics as stipulated in Article 3 of Circular 14/2022/TT-NHNN as follows:
- Possessing a firm political stance, adhering to Marxism-Leninism and Ho Chi Minh's ideology, understanding the Communist Party's guidelines and the state's policies and laws, and being loyal to the nation while protecting the interests of the state and people.
- Fully fulfilling the duties of an official in accordance with the law; seriously abiding by the assignment of duties from superiors; adhering to laws and maintaining discipline, order, and administrative regulation; being exemplary in following agency regulations and protocols.
- Diligent, responsible, honest, loyal, objective, and impartial in public duty performance; demonstrating politeness, culture, and standards in civil service and communication.
- Leading an honest and modest lifestyle; maintaining integrity, fairness, and a spirit of public service; not exploiting official duties for personal gain; avoiding bureaucracy, corruption, and wastefulness.
- Constant awareness of the need for continuous self-improvement in political qualities, ethics, and professional skills.
How long must Currency - Treasury Employees hold their position to be eligible for the exam to upgrade to the position of Bank Vault and Treasury Official?

5. Requirements for officials to take the promotion exam to the position of Bank Vault and Treasury Official
Having held the position of Currency - Treasury Employee for at least 03 years (excluding probation and internship periods). In cases of equivalent service time as a Currency - Treasury Employee, having held the position for at least 01 year (a full 12 months) up to the deadline for registering for the promotion exam.
Thus, officials having held the position of Currency - Treasury Employee for at least 03 years (excluding probation and internship periods) or having equivalent service time as a Currency - Treasury Employee for at least 01 year (a full 12 months) up to the deadline for registering for the promotion exam, are eligible to take the exam to upgrade to the position of Bank Vault and Treasury Official.
