What are the rules for the "Join Hands for Traffic Safety 2024" contest in Vietnam?

The "Join Hands for Traffic Safety 2024" contest has the following rules:

(1) Purpose

The contest aims to strengthen the work of propaganda and dissemination of laws on traffic order and safety; enhance knowledge and awareness of legal compliance on traffic order and safety for all citizens; contribute to building a culture of behavior when participating in traffic.

(2) General Regulations

*** (i) Contestants ***

Vietnamese citizens and foreigners currently residing in the territory of Vietnam, aged 14 years or older at the time of taking the exam, are eligible to participate.

Members of the Organizing Committee, Content Committee, and Secretariat of the Contest are not allowed to participate.

*** (ii) Contest Content ***

Guidelines of the Communist Party, policies, and laws of the State on traffic order and safety; knowledge and skills to handle situations for safe traffic participation; cultural behaviors when participating in traffic; essential information in newly promulgated laws such as Law on Traffic Order and Safety 2024, Road Law 2024...

*** (iii) Contest Format ***

The contest is conducted in the form of weekly online multiple-choice quizzes on the Communist Party of Vietnam's e-newspaper, VCNet social network, and electronic newspapers/magazines, electronic portals of agencies, units, localities that link with the Contest. Contest link: atgt.dangcongsan.vn.

*** (iv) Contest Period ***

The contest is expected to last for 8 weeks from September 16, 2024, to November 11, 2024.

(4) Prizes

Each weekly contest has the following prizes:

- 01 First Prize: Valued at 2,000,000 VND

- 02 Second Prizes: Each worth 1,500,000 VND

- 03 Third Prizes: Each worth 1,000,000 VND

(5) Announcement of Results and Awarding

*** (i) Announcement of Weekly Contest Prizes ***

Prizes are announced immediately after the weekly contest results are available (no later than 14:00 every Monday) on the Communist Party of Vietnam's e-newspaper, VCNet social network, and mass media.

*** (ii) Awarding ***

- The National Traffic Safety Committee awards certificates to individuals winning the First, Second, and Third weekly prizes.

- Weekly, the Communist Party of Vietnam's e-newspaper sends prize certificates to winners by post and transfers prize money by post or to the winners' bank accounts.

- Winners are responsible for providing accurate and complete information about their bank accounts, phone numbers, and contact addresses for the Organizing Committee to transfer prize money by post or to their accounts.

The Organizing Committee also plans to reward collectives and individuals with outstanding achievements in organizing and implementing the Contest and localities and units with the highest number of participants and many winners.

(6) Other Regulations

Contestants must provide accurate personal information matching their identification documents and personal phone numbers in the Contest system so that the Organizing Committee can contact, verify, and award the prize. If the Organizing Committee cannot contact the winner using the phone number provided in the Contest system or cannot verify the winner, the prize will be canceled within 7 days after the end of the contest week.

It is strictly prohibited for contestants to have others take the test on their behalf, use someone else's information to participate, or illegally access the Contest system; if detected, the contestant's results will be canceled.

Contestants can take the test at any time within the time frame announced by the Organizing Committee. The Organizing Committee is not responsible for connection errors due to network transmission or contestant's device errors.

During the contest period, if issues arise beyond the provisions of these rules, the Organizing Committee will consider and adjust them to fit the actual situation.

How to participate in the 2024 Join Hands for Traffic Safety Contest:

- Method 1: Access the Contest software "Join Hands for Traffic Safety" at atgt.dangcongsan.vn; then click on "Participate," fill in the participant information, and answer the questions.

- Method 2: Access the Contest software from the "Join Hands for Traffic Safety" banner on the Communist Party of Vietnam's e-newspaper (dangcongsan.vn), VCNet social network (vcnet.vn), or electronic newspapers/magazines, electronic portals of agencies, units, and localities that link to the Contest; then click on "Participate," fill in the participant information, and answer the questions.

Each week, the Organizing Committee provides 05 contest questions with multiple-choice answers, including the correct answer. Contestants choose the correct answer, then fill in the "Estimate the number of correct respondents" box, enter personal identification information, captcha code, and click on "Submit answer."

Contestants must provide accurate personal identification information, phone numbers, and addresses in the Contest system for the Organizing Committee to contact winners.

In one contest week, the submissions are ranked according to the following criteria in order:

- First: Submission with the highest number of correct answers.

- Second: Submission with the most accurate or closest estimate of the number of correct respondents.

- Third: Submission sent the earliest (submission time is the time the scoring software receives the submission within the contest week's quiz timing).

General rules when participating in road traffic in Vietnam according to the Law on Traffic Order and Safety 2024

Based on Article 10 of the Law on Traffic Order and Safety 2024, the general rules when participating in road traffic are as follows:

- Road users must keep to the right, stay in the correct lane, comply with road signs, and other traffic rules.

- Drivers and passengers in cars must wear seat belts in seats equipped with seat belts when participating in road traffic.

- When transporting children under 10 years old and shorter than 1.35 meters in cars, do not let them sit in the same row with the driver, except in cars with only one row of seats; the driver must use and instruct the use of appropriate safety devices for children (this rule is effective from January 1, 2026, according to Clause 2, Article 88 of the Law on Traffic Order and Safety 2024).
