What are the import criteria for printing equipment from January 1, 2023?
According to Clause 5 Article 1 Decree 72/2022/ND-CP (which amends Article 27 Decree 60/2014/ND-CP), the regulations on importing printing equipment are as follows:
Importing Printing Equipment
1. For the printing equipment specified in Clause 5 Article 2 of this Decree, before importing, organizations and individuals must declare to the Ministry of Information and Communications according to the regulations in Article 28 of this Decree (excluding inkjet printers, monochrome or multi-color laser printers with a printing speed of up to 60 pages/min (A4 size) or with a maximum printing size of A3, and dot-matrix printers).
2. The import criteria for printing equipment are as follows:
a) For printing equipment specified in Point a Clause 5 Article 2 of this Decree, the equipment age must not exceed 10 years;
b) For printing equipment specified in Points b and c Clause 5 Article 2 of this Decree, the equipment age must not exceed 20 years;
c) For printing equipment specified in Point d Clause 5 Article 2 of this Decree, the equipment age must not exceed 03 years.
Thus, according to the regulations, the import criteria for printing equipment from January 1, 2023, are as follows:
- For printing equipment specified in Point a Clause 5 Article 2 of this Decree, the equipment age must not exceed 10 years;
- For printing equipment specified in Points b and c Clause 5 Article 2 of this Decree, the equipment age must not exceed 20 years;
- For printing equipment specified in Point d Clause 5 Article 2 of this Decree, the equipment age must not exceed 03 years.

What are the procedures for declaring the import of printing equipment from January 1, 2023?
Based on the provisions in Article 28 Decree 60/2014/ND-CP (amended by Clause 16 Article 1 and Article 3 Decree 25/2018/ND-CP) on the procedures for obtaining an import license for printing equipment, as follows:
Procedures for Obtaining an Import License for Printing Equipment
1. Before importing, organizations and individuals must have an application dossier for an import license for printing equipment sent through the online public service system or by postal service, courier service, or directly submitted to the Ministry of Information and Communications.
2. The application dossier for an import license includes:
a) Application form for an import license according to the prescribed form;
b) Catalogue of each type of printing equipment;
3. Within 05 working days from the date of receipt of the complete dossier, the Ministry of Information and Communications must issue the import license for printing equipment; in case of not issuing the license, there must be a written reply stating the reasons.
According to Clause 6 Article 1 Decree 72/2022/ND-CP (which amends Article 28 Decree 60/2014/ND-CP), the procedures for declaring the import of printing equipment are as follows:
Procedures for Declaring the Import of Printing Equipment
1. The declaration dossier is sent to the Ministry of Information and Communications through the National Single Window Portal.
2. The import declaration dossier includes an import declaration form for printing equipment according to the prescribed form and documents showing the technical specifications and technology of pre-press, printing, and post-press processing for each type of equipment.
3. Within 03 working days from the date of receipt of the complete dossier, the Ministry of Information and Communications must issue a confirmation of the import declaration for printing equipment; in case of not issuing the confirmation, there must be a written reply stating the reasons.
Thus, the procedures for declaring the import of printing equipment from January 1, 2023, are prescribed as above.
What actions are prohibited in printing activities?
Based on Article 9 Decree 60/2014/ND-CP which regulates the prohibited actions as follows:
Prohibited Actions
1. Pre-press, printing, post-press processing, or photocopying of printed products, documents with the following contents:
a) Propaganda against the Socialist Republic of Vietnam; sabotaging the national unity bloc;
b) Propagating and inciting invasive wars, terrorism, separatism, hatred, division among nations and peoples of different countries; inciting violence; disseminating reactionary ideology, obscene and depraved lifestyle, criminal activities, social evils, superstitions, and practices that destroy cultural traditions;
c) Disclosing state secrets, personal privacy, and other secrets as prescribed by law;
d) Distorting historical facts, denying revolutionary achievements; insulting the nation, historical figures, national heroes; using images of the map of Vietnam but not showing or incorrectly showing national sovereignty; slandering, insulting the reputation of agencies, organizations, and individuals' honor and dignity.
2. Printing establishments and photocopy services operating without an operating license, unregistered activities, or unreported activities as prescribed by this Decree.
3. Utilizing pre-press, printing, post-press processing, and photocopying activities to illegally produce and disseminate printed products with content violating Clause 1 of this Article; counterfeiting state documents; directly or indirectly producing counterfeit goods.
4. Pre-press, printing, post-press processing, and photocopying activities that violate intellectual property laws or infringe upon the legal rights and interests of organizations and individuals.
5. Using internal printing equipment to produce printed products for business purposes.
6. Producing, importing printing equipment in violation of this Decree and other relevant legal regulations.
Other prohibited actions as prescribed by law.
Thus, according to the regulations, the above-mentioned actions are prohibited in printing activities.
