Criteria and Number of Nominations for the Selection of Outstanding Teachers in 2023
How are the subjects, and the number of nominations for the selection of Excellent Teachers of 2023 regulated?
On March 31, 2023, the Ministry of Education and Training issued Official Dispatch 1368/BGDDT-TCCB in 2023 providing guidance on selecting the "Excellent Teacher of the Year 2023" by the Ministry of Education and Training.
The selection of Excellent Teachers of 2023 will be conducted in accordance with the Regulations issued with Decision 4996/QD-BGDDT in 2021.
Referring to the regulations issued with Decision 4996/QD-BGDDT in 2021, the subjects, and the number of nominations for the selection of Excellent Teachers of 2023 are determined as follows:
(1) Nomination Subjects
Teachers who meet the following standards:
- Have strong political qualities, virtues, a simple lifestyle, exemplary; strictly adhere to the policies and guidelines of the Communist Party and the laws of the State, the rules and regulations of the unit, and the locality where they reside.
- Have a high sense of responsibility at work and in life, being trusted by colleagues and learners; proactive, creative, and flexible in performing specialized tasks, overcoming difficulties to excellently complete assigned tasks.
- Are exemplary role models, achieving outstanding and creative results during the school year, contributing to positive and effective transformations within the unit, and having a widespread impact in the locality and the entire sector.
(2) Annual Nomination Quantity
- Each Department of Education and Training: Nominate no more than 05 teachers representing various educational levels (preschool, primary, secondary, high school, and continuing education), with no more than 01 individual being an educational management officer.
- Each university (including member institutions of national universities and regional universities), teacher training colleges; units under the Ministry of Education and Training: Nominate 01 teacher (if any).
- The Vietnam Education Union, media agencies, and units under the Ministry of Education and Training introduce exemplary figures discovered during task performance.

What is the process for nominating and selecting the Excellent Teachers of 2023?
Based on Section V of the Regulations issued with Decision 4996/QD-BGDDT in 2021, the process for nominating and selecting the Excellent Teachers of 2023 is carried out as follows:
NOMINATION AND SELECTION PROCESS
1. For Departments of Education and Training
a) Based on the actual conditions of the locality to develop standards, and plans for selection and nomination of teachers, ensuring appropriateness for each educational level; organize the selection and nomination of teachers, ensuring democracy, objectivity, conforming to standards, and the right subjects.
b) Publicize the list of nominations selected on the Portal of the Department of Education and Training within 07 working days before sending the proposal to the Ministry of Education and Training.
2. For universities and teacher training colleges not under the Ministry of Education and Training
a) Develop standards, and plans and organize the selection and nomination of teachers meeting the standards from affiliated and non-affiliated units.
b) Publicize the list of selections on the unit's Portal within 07 working days before reporting to the higher management agency for review, and sending the proposal to the Ministry of Education and Training.
3. For units under the Ministry of Education and Training
a) Develop standards, and plans and organize the selection and nomination of teachers meeting the standards from affiliated and non-affiliated units.
b) Publicize the selected list on the unit's Portal within 07 working days before sending the proposal to the Ministry of Education and Training.
4. The Vietnam Education Union, media agencies, and units under the Ministry of Education and Training introduce outstanding teachers who meet the standards. The Ministry of Education and Training publicizes the list of recommended teachers on the Ministry's Portal and the Education and Times Newspaper's Portal within 07 working days before organizing the selection.
5. Organize the selection at the Ministry of Education and Training
Establish a Selection Council of the Ministry of Education and Training chaired by a Deputy Minister; council members include the heads of units: Vietnam Education Union, Department of Teachers and Educational Officers, Department of Preschool Education, Department of Primary Education, Department of Secondary Education, Department of Continuing Education, Department of Higher Education, Department of Science, Technology and Environment, Department of Emulation and Commendation, Office, Education and Times Newspaper. The Council has a Secretary Team assisting, established by the Council Chairman.
The Department of Emulation and Commendation is the focal unit responsible for receiving nomination dossiers, together with the Secretary Team, summarizing, reviewing, and classifying the dossiers by educational level to report to the Council.
Based on the received nomination dossiers, the Selection Council considers and selects 200 "Excellent Teachers of the Year," ensuring a balanced proportion for each educational level (about 30 teachers per level, including no more than 10% of educational management staff, equivalent to no more than 3 teachers per level, and prioritizing up to 20 individuals among those introduced by the Vietnam Education Union, media agencies, and units under the Ministry of Education and Training).
Thus, the process for nominating and selecting the Excellent Teachers of 2023 is carried out according to the above guidance.
What contents should units note when implementing the selection of the Excellent Teachers of 2023?
According to the content in Official Dispatch 1368/BGDDT-TCCB in 2023, during the implementation of the selection of the Excellent Teachers of 2023, units should note the following:
1. Adhere to the Regulations, ensuring structure and selection process (including publicizing the selection list on the unit's Portal before sending dossiers to the Ministry of Education and Training).
2. For Departments of Education and Training: In the nomination quantity, prioritize teachers, and educational management staff in non-public institutions, and special subjects (working in areas with particularly difficult socio-economic conditions, and teaching people with disabilities).
3. For universities and teacher training colleges under ministries, central authorities, and localities: Focus on teachers directly teaching to ensure structure during the Council's review; submit to the direct higher management agency for review before sending to the Ministry of Education and Training. For dossiers from non-public universities in the locality, request provincial and municipal People's Committees to confirm achievement reports.
4. The Vietnam Education Union is requested to closely coordinate with media agencies, and units under the Ministry of Education and Training to introduce exemplary teachers, with a maximum of 20 dossiers to be sent to the Ministry of Education and Training. The Ministry of Education and Training's Office (Education Communication Center) and the Education and Times Newspaper are responsible for publicizing the list of nominated teachers on the Ministry's Portal and the Education and Times Newspaper's Portal within 07 days before sending dossiers to the Department of Organization and Personnel (permanent unit of the Selection Council).
5. Dossiers should be sent to the Ministry of Education and Training (via the Department of Organization and Personnel) before August 30, 2023.
