Contents and Responsibilities for Implementing the Evaluation and Scoring of Administrative Procedure Reform for Units in 2023
Content and Tasks for Evaluating and Determining the Parindex of the Ministry of Agriculture and Rural Development for 2023
Based on the regulations in sub-section 1, Section II of the Implementation Plan for Determining the Administrative Reform Index of the Ministry, as stipulated in the Decision 2537/QD-BNN-TCCB 2023, the tasks for evaluating and determining the Parindex of the Ministry of Agriculture and Rural Development for 2023 are as follows:
- Develop a report to evaluate, analyze, and draw lessons from the Parindex results of the Ministry for the year 2022 (after the Administrative Reform Steering Committee of the Government announces the results).
- Organize a meeting of the Ministry's Administrative Reform Steering Committee to disseminate, review, analyze, and draw lessons from the Parindex results of the Ministry for 2022.
- Develop and submit for the Ministry's issuance the implementation plan to evaluate and determine the Administrative Reform Index for the Ministry and its units for 2023.
- Train and guide key units to self-evaluate and determine the Parindex of the Ministry for 2023.
- Carry out self-evaluation, determine the Parindex of the Ministry for 2023 according to the plan and guidance of the Ministry of Home Affairs (execute self-evaluation, scoring, collecting information, statistical data, verification materials, and explanatory reports based on the contents/criteria/component criteria of the ministry-level Administrative Reform Index).
- Compile and submit the self-evaluation results, scoring, verification materials, and explanatory reports to the Ministry of Home Affairs (via the Ministry of Home Affairs' software) as prescribed.
- Conduct a sociological survey (Questionnaire) according to the plan of the Ministry of Home Affairs.
- Hold a meeting to evaluate and determine the Parindex of the Ministry for 2023.

Based on the regulations in sub-section 2, Section II of the Implementation Plan for Determining the Administrative Reform Index of the Ministry, as stipulated in the Decision 2537/QD-BNN-TCCB 2023, the tasks for implementing the evaluation and scoring of Administrative Reform in units for 2023 are as follows:
- Develop, amend, and supplement the Ministry's Administrative Reform Index (Decision 4478/QD-BNN-TCCB 2021) and the Evaluation and Scoring Guidelines (Document 8333/BNN-TCCB 2021) to align with the ministry-level Administrative Reform Index.
- Collect opinions and finalize the draft of the Administrative Reform Index and the Ministry's Evaluation and Scoring Guidelines.
- Compile and submit to the Minister for the issuance of the Ministry of Agriculture and Rural Development's Administrative Reform Index and the Evaluation and Scoring Guidelines.
- Upgrade the evaluation and scoring software for units (Ministry's Administrative Reform Index):
+ Develop and submit for the Ministry's approval the tasks and budget for upgrading the Administrative Reform Index software for 2023.
+ Develop and approve the outline, detailed budget, and plan for contractor selection for "Upgrading the Ministry's Administrative Reform Index software".

- Organize the evaluation and scoring of Administrative Reform in units for 2023:
+ The Ministry issues documents directing units to implement the evaluation and scoring of Administrative Reform for 2023.
+ Units conduct self-evaluation, scoring, collect information, verification materials, explanatory reports, and compile result reports via the software.
+ Conduct appraisal of the self-evaluation results of the units.
+ Hold a meeting to review and compile the self-evaluation and scoring results of the Administrative Reform Index of units for 2023.
- Conduct the online evaluation and survey of units (Questionnaire) using IT applications.
- Develop a report compiling the evaluation and scoring results of the Administrative Reform Index of units for 2023.
- Submit the draft Decision announcing the evaluation and scoring results of the Administrative Reform Index of units under the Ministry for 2023 to the Ministry.
Responsibilities of the Administrative Reform Steering Committee of the Ministry of Agriculture and Rural Development
Based on the regulations in Section III of the Implementation Plan for Determining the Administrative Reform Index of the Ministry, as stipulated in the Decision 2537/QD-BNN-TCCB 2023, the responsibilities of the Administrative Reform Steering Committee of the Ministry of Agriculture and Rural Development are as follows:
- Organize meetings to direct, review, analyze, evaluate, draw lessons, and propose solutions to promptly address shortcomings and limitations; make the Administrative Reform Index results one of the inspection contents for Administrative Reform and consider rewarding units annually.
- Direct the development and issuance of the Implementation Plan for evaluating and determining the Administrative Reform Index of the Ministry and units for 2023 to meet objectives, progress, and efficiency (Quarter II/2023).
- Coordinate with the Finance Department and the Ministry's Office to prepare the budget for implementing the determination of the Administrative Reform Index in 2023 within the Ministry's Administrative Reform budget.
- Organize meetings and conferences to evaluate, score, and announce the Ministry's Administrative Reform results.
- Monitor and urge units to implement the tasks of the 2023 Administrative Reform Index determination plan.
- Coordinate closely with the Administrative Reform Department (Ministry of Home Affairs) and related units to effectively conduct sociological surveys according to the Ministry of Home Affairs' plan; at the same time, organize evaluations and surveys (Questionnaire) of units online via the Ministry's Administrative Reform Website and official email as planned by the Ministry; compile survey results reports as prescribed.
- Coordinate with the Digital Transformation and Informatics Center to promptly upgrade the Ministry's scoring software to meet the objectives, requirements, and tasks of the 2023 Administrative Reform and subsequent years.
- Compile and submit for the Minister's approval the report on the Ministry and units' Administrative Reform Index for 2023.
