Content, subjects, and reporting processes at the district level

1. Report content:

a) Commune health stations report as stipulated in Clause 3, Article 4 of this Circular;

b) Agencies and organizations conducting HIV/AIDS prevention and control activities under the management authority of the district People's Committee shall submit quarterly and annual reports on the results of harm reduction interventions, HIV testing counseling, HIV/AIDS prevention communication, opioid substitution therapy (Methadone), ARV management and treatment, management and treatment of co-infections with HIV, tuberculosis and hepatitis C, prevention of mother-to-child HIV transmission, pre-exposure prophylaxis (PrEP), the number of high-risk individuals according to the specific forms applicable to each activity prescribed in Appendix 2 and Appendix 3 issued together with this Circular.

2. Reporting units include agencies and organizations involved in HIV/AIDS prevention and control activities in the area under the management authority of the commune People's Committee.

3. The commune health station is the unit receiving and consolidating reports according to the content stipulated in Clause 1 of this Article.

4. The units stipulated in Clause 2 of this Article must submit reports to the commune health station no later than the 16th day of the final month of the reporting period.

Periodic reports on HIV/AIDS prevention and control activities at the commune level are prepared by agencies and organizations involved in HIV/AIDS prevention and control activities in the area under the management authority of the commune People's Committee.

4. Report submission deadline: The units stipulated in Clause 2 of this Article must submit reports to the district health center no later than the 18th day of the final month of the reporting period.

The units responsible for reporting on HIV/AIDS prevention and control activities at the district level are:

- Commune health stations;

- Agencies and organizations under the management authority of the district People's Committee conducting HIV/AIDS prevention and control activities.
