On December 27, 2023, Vietnam Social Security issued Official Dispatch 4490/BHXH-TCCB guiding the implementation of regulations on the assessment and classification of officials and public employees in 2023.
In Official Dispatch 4490/BHXH-TCCB in 2023, Vietnam Social Security provides additional guidance on the assessment and classification of officials and public employees in 2023 as follows:
(1) Regarding the development of criteria and decisions for units with outstanding achievements:
Affiliated units of Vietnam Social Security and social security offices in provinces and cities shall develop criteria and issue decisions for professional departments and equivalent units, with district-level social security offices being units with outstanding achievements according to the prescribed rate, ensuring that the mandatory criterion is that the unit was classified as “completing tasks excellently” in the evaluation year according to Clause 6, Article 1 of Decision 1686/QD-BHXH in 2023: Article 14b. Criteria for units with outstanding achievements.
(2) Regarding the annual rate of officials and public employees completing tasks excellently:
According to the new regulations of the Sector on applying the rate of officials and public employees “completing tasks excellently” at units with outstanding achievements (70%) at the affiliate level, provincial social security offices and professional departments: the rate of officials and public employees classified as “completing tasks excellently” at the whole affiliate unit or provincial-level social security offices shall be higher than the rate prescribed by the party (20%).
(3) The application of rates and the selection of officials and public employees “completing tasks excellently” at professional departments and district social security offices designated as units with outstanding achievements and remaining professional departments, district social security offices must ensure accuracy, objectivity, and transparency.

What are the procedures for assessing and classifying the quality of officials?
According to Article 18 of Decree 90/2020/ND-CP stipulating the procedures for assessing and classifying the quality of officials:
(1) For officials who are the heads of agencies, organizations, and units:
- Officials self-assess and classify quality:
Officials prepare a self-assessment report, determine the classification level of work results according to assigned responsibilities and tasks using form No. 02 of the Appendix issued with this Decree.
- Comments and assessments of officials:
Hold a meeting at the agency, organization, or unit where the official works to give comments and assessments on the official.
Attendees include all officials of the agency, organization, or unit.
In cases where the agency, organization, or unit has constituent units, the attendees include the collective leadership of the agency, organization, or unit, representatives of the party committee, labor union, youth union at the same level, and heads of constituent units; for large-scale agencies, organizations, or units, heads of constituent units can provide comments in writing.
Officials present a self-assessment report on work results at the meeting, attendees provide comments, which must be recorded in minutes and ratified at the meeting.
- Collect comments and assessments from the party committee of the agency, organization, or unit where the official works.
- Consider and decide on the assessment and classification of officials:
The staff affairs advisory body of the competent agency consolidates comments and assessments stipulated in points b, c of this clause and related documents (if any), proposes the assessment content and classification level for the official.
The competent authority decides on the assessment and classification of officials.
- The competent authority informs officials in writing and announces publicly the results of the assessment and classification; decides the method of public disclosure within the agency, organization, or unit where the official works, prioritizing the application of electronic public disclosure.
(2) For deputy heads and officials under the management of the heads:
- Officials self-assess and classify quality:
Officials prepare a self-assessment report on work results according to assigned tasks using form No. 02 of the Appendix issued with this Decree.
- Comments and assessments of officials:
Hold a meeting at the agency, organization, or unit where the official works to give comments and assessments on the official.
Attendees include all officials of the agency, organization, or unit or all officials of the constituent unit where the official works in cases where the agency, organization, or unit has constituent units.
For officials who are deputy heads of agencies, organizations, or units with constituent units, attendees include the collective leadership of the agency, organization, or unit, representatives of the party committee, labor union, youth union at the same level, and heads of constituent units; for large-scale organizations or units, heads of constituent units can provide comments in writing.
Officials present a self-assessment report on work results at the meeting, and attendees provide comments, which must be recorded in minutes and ratified at the meeting.
- Collect comments and assessments from the party committee of the agency, organization, or unit where the official works concerning the deputy head.
- Consider and decide on the assessment and classification of officials:
For deputy heads, the head of the agency, organization, or unit bases comments and assessments stipulated in points b and c of this clause and related documents (if any) to decide on the assessment content and classification level for the official.
For officials under the head's management, the head of the agency, organization, or unit bases comments from the meeting stipulated in point b of this clause to decide on the assessment content and classification level for the official.
- The competent authority informs officials in writing and publicly announces within the agency, organization, or unit where the official works about the assessment and classification results; decides on the method of public disclosure within the agency, organization, or unit where the official works, prioritizing the application of electronic public disclosure.

(1) For public employees who are heads and deputy heads:

Public employees present a self-assessment report on work results at the meeting, and attendees provide comments, which must be recorded in minutes and ratified at the meeting.
- Consider and decide on the assessment and classification of public employees:
The competent authority bases comments from the meeting stipulated in point b of this clause to decide on the assessment content and classification level for the public employee.
- The competent authority informs public employees in writing and publicly announces within the agency, organization, or unit where the public employee works about the assessment and classification results; decides on the method of public disclosure within the agency, organization, or unit where the public employee works, prioritizing the application of electronic public disclosure.
