The union organization has increasingly had a strong and effective voice in councils, committees, steering committees, electoral mechanisms to protect the rights of employees. In the National Wage Council, the union has clearly and effectively demonstrated its role as the representative of employees. In the past 5 years, they have proposed to increase the minimum wage by 25.34%, contributing to improving the lives of members and employees, narrowing the gap between the minimum wage and the minimum living standard. The role of officials as trade union members advising on the development and implementation of policies and laws has seen new changes. The work of research, investigation, survey, problem identification, gathering opinions for summarization, advice, and prompt proposal for amendment and supplementation of policies and laws has been seriously implemented. The activities of information, communication, contact, and dialogue in policy and law formulation have been emphasized. The annual dialogue program between the Prime Minister of Vietnam and workers, the 2023 Workers' Forum chaired by the National Assembly Chairman, thematic meetings between National Assembly representatives and workers, public employees, laborers, dialogues between heads of the committee, government, employers, and trade union members and employees have had a positive effect and are important channels to promote the improvement of policies, laws, and supervision of the implementation of labor-related policies and laws.

The work of developing union members, building strong union organizations, and participating in building the Communist Party, the State, and the political system has been focused on deployment
- The work of developing union members has been emphasized and deployed with many new solutions, achieving significant results. Actively introducing many excellent members to the Communist Party for training and admission consideration.
- The work of building strong union organizations and improving the quality of union activities at all levels has been given attention. In the past 5 years, 4,089,357 new union members have been admitted; 25,614 grassroots unions have been established. As of the end of 2022, the country has 11,071,635 union members and 124,889 grassroots unions (an increase of more than 1.02 million members compared to the beginning of the term).
Thus, in the 2018-2023 term, the union organization has admitted more than 4 million new union members (4,089,357).
