Official Telegram 60/CT-TTg regarding the Government of Vietnam Prime Minister's requirements on the organization of the 2024 high school graduation exam
On June 22, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 60/CT-TTg 2024 regarding the organization of the 2024 high school graduation exam and the management of children and students during summer vacation.
To ensure the 2024 high school graduation exam (referred to as the Exam) is conducted safely, seriously, and meticulously, the Prime Minister of the Government of Vietnam requires:
- The Provincial Party Secretaries, Municipal Party Secretaries, Chairpersons of the People's Committees of provinces and centrally-run cities:
+ Concentrate on directing and thoroughly implementing the Communist Party leadership, governments at all levels, and related organizations, ensuring effective coordination with the Education sector to prepare the best conditions for the Exam, strictly implementing Directive 15/CT-TTg 2024 of the Prime Minister on strengthening direction and coordination for the organization of the high school graduation exam and university, vocational education admissions in 2024.
+ Direct related levels, sectors, and organizations to closely coordinate with the Education sector:
++ Implement measures to ensure absolute security and safety for the Exam, proactively prevent, detect, and handle acts of using high-tech devices to cheat in the Exam;
++ Facilitate accommodation, travel for students, especially for ethnic minority children, policy families, remote areas, disabled students, and students in disaster-affected areas to participate in the Exam with the principle that no student shall miss the exam due to economic or travel difficulties;
++ Proactively plan for disaster prevention and control, epidemic prevention, ensure food safety, environmental sanitation, and adequate supply of electricity and living water during the Exam;
++ Perform well in inspection, supervision, and strictly handle violations of exam regulations, false information about the Exam.
- Ministers, heads of ministry-level agencies, heads of government agencies, cooperate with the Ministry of Education and Training to strictly implement Directive 15/CT-TTg 2024 of the Prime Minister and take measures to ensure safety, seriousness, and effectiveness of the Exam, in which:
+ The Ministry of Education and Training ensures the exam questions are high quality, accurate, and absolutely safe, focusing on directing and strengthening comprehensive inspection and supervision of the Exam.
+ The Ministry of Public Security and the Ministry of National Defense direct the police and local military units to closely coordinate with the Education sector, implementing measures to ensure absolute security and safety, promptly preventing and handling acts of using high-tech devices to cheat in the Exam.
+ The Ministry of Health directs localities to implement epidemic prevention, ensure food safety, environmental sanitation, prepare human resources, materials, medical equipment to provide medical examination and treatment for candidates and those participating in the organization of the Exam with health problems.

What is allowed for candidates to bring into the high school graduation exam room?
According to Clause 4, Article 14 of the Regulation issued with Circular 15/2020/TT-BGDDT, amended and supplemented by Clause 6, Article 1 Circular 02/2024/TT-BGDDT, candidates are only allowed to bring the following items into the exam room:
- Writing pens; rulers; pencils; erasers; geometry sets; graphing tools; calculators without text-editing functions and without memory cards;
- Vietnam Geography Atlat compiled according to the 2006 General Education Program (no markings or additional content allowed);
Prohibited items in the exam room: Carbon paper, correction pens, alcoholic beverages; weapons and explosive, flammable substances; documents, communication devices (transmitting, receiving information, recording, video recording) or containing information to cheat on the exam;
What rules must candidates follow in the exam room?
According to Article 14 of the Regulation issued with Circular 15/2020/TT-BGDDT, amended and supplemented by Clause 6, Article 1 Circular 02/2024/TT-BGDDT, candidates must comply with the following regulations in the exam room:
(1) Present the Exam Ticket to the Examiner; sit in the correct position marked with their candidate number;
(2) To assist in the exam process, candidates are only allowed to bring permitted items into the exam room;
(3) Before starting the exam, candidates must completely fill in their candidate number and personal information on the exam paper, answer sheets, multiple-choice answer sheets, and scratch paper.
When receiving the exam paper, they must check the number of pages and the print quality; if they find missing pages, or damaged, blurred, smeared papers, they must report immediately to the examiner in the exam room, no later than 5 (five) minutes from when the exam time starts;
(4) During the time in the exam room, they must keep quiet; immediately report to the examiner if someone copies their work or intentionally interferes with their work; they are not allowed to exchange, discuss, copy others' work, let others copy their work, use unauthorized materials to do the exam or have any cheating gestures or actions; if they want to express an opinion, candidates must raise their hand to ask permission from the examiner, and after being allowed, they must stand up and state their opinion publicly.
They are not allowed to mark or make personal symbols, not allowed to write in pencils, except for shading the circles on the answer sheets; only allowed to write in one color ink (not allowed to use red ink);
(5) They are not allowed to leave the exam room until the multiple-choice exam is over; for the essay exam, they may leave the exam room and exam area after 2/3 (two thirds) of the exam time has elapsed, must submit the exam paper along with the exam paper and scratch paper before leaving the exam room.
In case of necessity, they are only allowed to leave the exam room with the permission of the examiner and must be under the supervision of the supervising officer.
Leaving the exam room, exam area in case of emergency must be supervised by the police and the supervising officer until the end of the exam session and decided by the Head of the Exam Site;
(6) When the time is up, they must stop writing immediately, keeping the exam paper intact.
When submitting the essay exam, they must clearly state the number of exam pages submitted and sign the confirmation on the exam receipt; candidates who do not complete the exam must still submit the exam paper (for essay exams), multiple-choice answer sheets (for multiple-choice exams).
