Based on Section 4 of Official Dispatch 4267/BQP-TM in 2023, guidelines for selecting and calling female citizens to enlist in the military in 2024 are provided as follows:

4. Regarding the selection and calling of female citizens to enlist in the military in 2024

Besides the general conditions and standards as for the selection and calling of male citizens to enlist, female citizens must submit a voluntary application to serve in the Military, certified by a family representative and the People's Committee of the commune where they reside, and meet certain specific conditions, standards as follows:

a) Age: From 18 to 25 years old; citizens who have graduated from college or university can be up to 27 years old; unmarried and without children.

b) Health: Meet health standards of type 1, 2 according to the provisions of Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, of the Ministry of Health - Ministry of Defense; specifically, height from 1.60m or more, well-proportioned physique, and fresh military appearance.

c) Technical and professional level: Graduated from intermediate level or higher training; priority will be given to citizens who have graduated from university or college in fields that match the needs of the Military. Special talents will be handled according to the special provisions of the Ministry of Defense.

d) Units assigned targets for recruiting female citizens to enlist can recruit (recruits individually) in localities nationwide and count towards the 2024 local and unit recruitment targets; coordinate and hand over to the Hanoi Capital Command (for northern units), Military Region 7 Command (for southern units) for strict training, ensuring absolute safety and proper timing.

Heads of agencies and units under the Ministry assigned targets for recruiting female citizens will direct agencies and units under their authority to closely coordinate with local authorities to select female citizens to enlist, ensuring strict adherence to conditions, standards, and accountability to the Minister of Defense for the quality of female citizens enlisted.

Married women with children do not meet the conditions for military service in 2024 according to the latest guidelines from the Ministry of Defense.

Based on the provisions of Clause 1, Article 41 of the Military Service Law 2015 and supplemented by point c, Clause 1, Article 49 of the Militia and Self-Defense Law 2019, the cases eligible for temporary exemption from being called to enlist are:

- Not having sufficient health to serve on active duty as concluded by the Health Examination Council;

- Being the sole laborer directly supporting family members who are unable to work or underage; families severely affected by human and material losses due to accidents, natural disasters, dangerous epidemics certified by the People's Committee of the commune;

- One child of a war invalid or person exposed to Agent Orange with a labor reduction of 61% to 80%;

- Having a sibling who is a non-commissioned officer or enlisted soldier serving on active duty; non-commissioned officers, soldiers performing police duties;

- Persons undergoing migration, resettlement within three years to particularly difficult communes as decided by the provincial-level People's Committee or higher level under State economic-social development projects;

- Officials and public employees, young volunteers being assigned to work in regions with particularly difficult economic-social conditions as regulated by law;

- Currently studying at general education institutions; undergoing full-time university education at higher education institutions, studying at full-time colleges at vocational education institutions during one training course of one education level;

- Regular Militia.

Citizens in the above cases are eligible for temporary exemption from being called to enlist in 2024.

Additionally, the cases specified in Clause 2, Article 41 of the Military Service Law 2015 are exempt from being called for military service in 2024, including:

- Children of martyrs, children of first-class war invalids;

- One sibling of a martyr;

- One child of a second-class war invalid; one child of a war invalid with 81% or more work incapacity; one child of a person exposed to Agent Orange with 81% or more work incapacity;

- Cipher officers who are not military or police personnel;

- Officials and public employees, young volunteers being assigned to work in regions with particularly difficult economic-social conditions as regulated by law for 24 months or more.

Moreover, citizens with temporary exemption from being called to enlist, if they no longer meet the reasons for temporary exemption, will be called to enlist.

Citizens eligible for temporary or permanent exemption from being called to enlist, if volunteering, will be considered for selection and call to enlist.

How long is military service in 2024?

Based on the provisions of Article 21 of the Military Service Law 2015, the period of active duty service for non-commissioned officers and soldiers during peacetime is 24 months.

The Minister of Defense may decide to extend the active duty service period of non-commissioned officers and soldiers but not more than 06 months in the following cases:

- To ensure combat readiness tasks.

- Engaged in disaster prevention, epidemic prevention, rescue, and relief operations.

Thus, those required to perform military service will have to serve for 24 to 30 months, and only up to 30 months if the period of service is extended due to the reasons mentioned above, except in cases of war or defense emergencies where general or partial mobilization orders apply.

The period of military service is calculated from the date of handover and receipt of recruits. If there is no centralized handover and receipt of recruits, the period of military service is calculated from the date the military unit receives recruits until the competent authority issues a discharge decision.
