Under Clause 1, Article 14 of the Regulation issued together with Decision 01/QD-TAND of 2019, the criteria for assessing People's Court officials at the successful completion of tasks in Vietnam are as follows:
Criteria for assessing People's Court officials at successful completion of tasks in Vietnam
1. Officials who do not hold leading and managerial positions must meet all of the following criteria to be assessed at the successful completion of tasks:
a) Meet the criteria specified in Points a, b, c, d, and dd, Clause 1, Article 13 of this Regulation;
b) Complete 100% of tasks according to the annual work program and plan, ensuring progress, quality, and effectiveness;
c) Complete sudden tasks;
d) Not be subject to disciplinary action according to the Regulation on handling responsibility of judicial officials in the People's Court during the assessed year.
Thus, People's Court officials who do not hold leading and managerial positions and meet all of the following criteria will be assessed at the successful completion of tasks:
- Always exemplary, strictly following the lines, policies of the Communist Party of Vietnam, and laws of the State;
- Possess good political qualities, ethics, and a healthy lifestyle; comply strictly with discipline and rules within the unit; be dedicated and responsible in performing assigned duties and tasks;
- Competent, professionally qualified; collaborate closely and effectively with colleagues, agencies, and related organizations during task performance;
- Proactive and creative in carrying out assigned duties and tasks;
- Maintain proper attitude and cultural behavior in performing duties and tasks; effectively prevent acts of bureaucracy, and authoritative behavior, causing difficulties, nuisances, negativity, corruption, embezzlement, and waste.
- Complete 100% of tasks according to the annual work program and plan, ensuring progress, quality, and effectiveness;
- Complete sudden tasks.
- Not be subject to disciplinary action according to the Regulation on handling the responsibility of judicial officials in the People's Court during the assessed year.

Officials holding leading and managerial positions must meet all of the following criteria to be assessed at the successful completion of tasks:
- Exemplary in political ideology, ethics, lifestyle, working style, and sense of organizational discipline according to Regulation No. 89-QD/TW dated August 4, 2017 of the Central Executive Committee;
- Perform well the responsibilities and tasks assigned according to Regulation No. 89-QD/TW dated August 4, 2017 of the Central Executive Committee;
- Lead, manage, and direct tasks ensuring progress, quality, and effectiveness;
- Perform well advisory work, policy making, drafting legal documents, and law enforcement;
- Resolve petitions, complaints, and denunciations by organizations and citizens in accordance with the law;
- The unit assigned to lead and manage completes all targets and tasks, with at least 80% completed on schedule and ensuring quality. 100% of units under direct leadership and management are assessed as completing tasks or better;
- Be capable of building a united, cohesive unit.
- Not be subject to disciplinary action according to the Regulation on handling the responsibility of judicial officials in the People's Court during the assessed year.
What are the contents of the assessment of People's Court officials for grading in Vietnam?
Under Article 12 of the Regulation issued together with Decision 01/QD-TANDTC of 2019, the regulations are as follows:
Content of official assessment
1. Officials are assessed based on the following content:
a) Compliance with the lines, policies of the Communist Party, and laws of the State;
b) Political qualities, ethics, lifestyle, working style, and habits;
c) Competence and professional skills;
d) Progress and results of task performance;
đ) Sense of responsibility and collaboration in task performance;
e) Attitude in serving the people.
2. In addition to the provisions of Clause 1 of this Article, leaders and managers are also assessed on the following content:
a) Framework criteria for evaluating leaders and managers according to Regulation No. 89-QD/TW dated August 4, 2017 of the Central Executive Committee;
b) Results of activities of the unit assigned to lead and manage;
c) Leadership and management capabilities;
d) Capability to gather and unite officials.
Officials are assessed under the following contents:
- Compliance with the lines, policies of the Communist Party, and laws of the State;
- Political qualities, ethics, lifestyle, working style, and habits;
- Competence and professional skills;
- Progress and results of task performance;
- Sense of responsibility and collaboration in task performance;
- Attitude in serving the people.
For leaders and managers, in addition to the above criteria, they are also assessed on the following content:
