What is the Vietnam Blind Association?

According to Article 2 of the Bylaws (amended and supplemented) of the Vietnam Blind Association issued together with Decision 415/QD-BNV of 2023 regarding the Vietnam Blind Association:

- The Vietnam Blind Association is a social organization tasked by the Communist Party and the State to gather and unite blind individuals in Vietnam. The Association operates for the lawful rights and interests of its members by promoting the implementation of the United Nations Convention on the Rights of Persons with Disabilities and the Law on Persons with Disabilities to improve the lives of blind people, build a barrier-free environment, and enable blind people to participate equally in social activities, thereby contributing to the goals of "Prosperous people, strong country, democracy, justice, and civilization."

- The Association has close relationships with mass organizations and other social entities. The Association is a member of the Vietnam Fatherland Front, the National Committee on Persons with Disabilities of Vietnam, and the World Blind Union and the Asia-Pacific region.

What are the conditions to become an official member of the Vietnam Blind Association in 2023?

According to Clause 1, Article 8 of the Bylaws (amended and supplemented) issued together with Decision 415/QD-BNV of 2023 as follows:

Members, membership criteria

1. Official members:

a) Individual members: Vietnamese citizens aged 15 and above, with vision of 1/10 or less or, even after optimal correction, can only count fingers at a distance of 6 meters, regardless of cause, ethnicity, religion, belief, gender, who endorse the Association's Bylaws and voluntarily apply for membership, are deemed eligible to become official members.

b) Organizational members: Blind Associations operating at the provincial or municipal level established in accordance with the laws that endorse the Association's Bylaws and voluntarily apply for membership are deemed eligible to become official members of the Vietnam Blind Association.

The conditions to become an official member of the Vietnam Blind Association in 2023 are as follows:

- For individual members:

+ Vietnamese citizens 15 years old and above;

+ Endorses the Association's Bylaws, voluntarily applies for membership, and is deemed eligible to become an official member.

+ Blind Associations operating at the provincial or municipal level established in accordance with the laws that endorse the Association's Bylaws;

+ Voluntarily applies for membership and is deemed eligible to become an official member of the Vietnam Blind Association.

What rights and obligations do members of the Vietnam Blind Association have?

(1) The rights of members are stipulated in Article 9 of the Bylaws (amended and supplemented) issued together with Decision 415/QD-BNV of 2023 including:

- The Association protects the lawful rights and interests of members according to the law and the Association's Bylaws.

- Members are allowed to participate in Association activities at least once every 6 months, receive information pertaining to the Association's activities, discuss and vote on issues during Association meetings, be rewarded or disciplined according to Association regulations.

- Members can attend the Congress, run for election, nominate, negotiate, and vote for the Executive Committee and Inspection Committee according to Association regulations (members running for election or nomination to the Executive Committee or Inspection Committee must be at least 21 years old).

- Members can provide feedback, propose, and report to Association leadership in accordance with the laws and Association regulations; combat negative phenomena within the Association.

- The Association facilitates rehabilitation, education, work, protection of legal rights and interests, and assistance when members face significant hardships.

- Reward and discipline according to Association regulations;

- Issuance of membership cards (if applicable);

- Members may leave the Association if they find it impossible to continue as members.

- Associate and honorary members enjoy similar rights and obligations as official members, except for the right to vote on Association matters, and the right to be elected, nominate, or vote for the Executive Committee and Inspection Committee.

(2) The obligations of members are stipulated in Article 10 of the Bylaws (amended and supplemented) issued together with Decision 415/QD-BNV of 2023 including:

- Strict compliance with the guidelines and policies of the Communist Party, laws of the State, and the Association's Bylaws, resolutions, and regulations.

- Propagate the Bylaws and activities of the Association; encourage and introduce blind individuals to join the Association.

- Implement information and reporting policies according to Association regulations.

- Actively participate in Association activities, engage with a grassroots organization of the Association. Foster unity and support each other to complete assigned tasks; fully pay membership fees according to Association regulations.

- Regularly train for rehabilitation, study, work, produce, and strive for self-reliance to integrate into the community.

- Protect the prestige of the Association, not use the Association's name in transactions unless assigned in writing by Association leadership. Protect the assets of the State and the Association.

- Hand over work and related finances and assets when no longer active in the Association.
