Conditions of Periodic Health Checkup Facilities for People's Public Security Officers as per the Latest Regulations
Pursuant to the provisions of Clause 2, Article 16 of Circular 62/2023/TT-BCA, the conditions of periodic health checkup facilities for People's Public Security officers are stipulated as follows:
People's Public Security medical facilities participating in periodic health examinations must ensure the following conditions:
- The facility must be a licensed medical examination and treatment establishment in accordance with the law;
- It must have sufficient clinical and paraclinical departments, appropriate human resources for the content of periodic health examinations, and the content specified in the health checkup form as regulated in Appendices VI, VII, VIII attached to Circular 62/2023/TT-BCA;
- It must have sufficient minimum medical equipment and tools and organize the examination rooms as regulated in Appendix IX attached to Circular 62/2023/TT-BCA.

What are the contents of periodic health checkups for People's Public Security officers?
Based on the provisions of Clause 7, Article 16 of Circular 62/2023/TT-BCA, the contents of periodic health examinations are as follows:
(1) Clinical Examination
Medical history including symptoms, personal and family medical history; physical examination including general health and overall physical condition; internal medicine examination including Circulatory, Respiratory, Digestive, Renal - Urology, Musculoskeletal, Endocrine, Nervous systems; psychiatric examination; surgical examination; eye examination; ENT (Ear - Nose - Throat) examination; dentistry examination; dermatology examination; gynecological examination as per Appendix VIII attached to this Circular for females, and andrology examination for males;
(2) Paraclinical Examination
Imaging diagnostics (X-ray, ultrasound); functional tests; lab tests including blood tests (hematology, biochemistry, immunology, microbiology), urine tests; cytology tests, fecal tests (if necessary);
Clinical and paraclinical examinations as directed by the doctor or in cases beyond the regulation at subpoints a, b, Clause 7 of this Article shall be conducted as appropriate to the groups of subjects stated in Point 3, Table 2, Appendix IV of Decree 01/2021/ND-CP of the Government of Vietnam regulating standards and logistical norms for the People's Public Security;
(3) Conclusion:
After the health examination, doctors must classify health status according to each specialty, sign, and clearly write their full name on the periodic health checkup form, taking responsibility for their conclusions;
The person responsible for concluding the health examination must conclude on: the main diseases (if any); the treatment follow-up direction; classify health status in the periodic health checkup forms as specified in Appendices VI, VII, VIII attached to this Circular.
The health examination conclusion includes the following contents:
- Health classification: In accordance with the Ministry of Health’s regulations;
- Clearly record any diseases, disabilities (if any) and propose treatment, rehabilitation options, and recommendations for specialized examination to treat illnesses and occupational diseases.
How often must People's Public Security officers undergo periodic health checkups and for which subjects according to Circular 62/2023/TT-BCA?
According to the provisions of Clause 3, Article 2 of Circular 62/2023/TT-BCA, subjects of periodic health checkup and health management include: officers, non-commissioned officers of the People's Public Security; enlisted non-commissioned officers and soldiers; Public Security workers; high school students studying at the Cultural School; cadets of People's Public Security studying at schools inside and outside the Public Security sector receiving allowances; cadets who are officers, soldiers working at units, localities sent for studies at Public Security schools or schools outside the sector; contract workers paid from the state budget (commonly referred to as officers and soldiers).
Clause 6, Article 16 of Circular 62/2023/TT-BCA stipulates:

6. The number of periodic health checkups is stipulated as follows:
a) Organize periodic health checkups every 6 months for: Heads of departments and equivalent positions or higher, officers with the rank of Lieutenant Colonel or higher; officers, soldiers engaged in especially arduous, toxic, dangerous work or arduous, toxic, dangerous work; officers, soldiers suffering from occupational diseases;
b) Organize periodic health checkups every 12 months for other subjects.

Thus, under the latest regulations of Circular 62/2023/TT-BCA, the periodic health checkup schedule for People's Public Security officers is as follows:
Group of officers and soldiers with periodic health checkups every 6 months:
+ Heads of departments and equivalent positions or higher;
+ Officers with the rank of Lieutenant Colonel or higher;
+ Officers and soldiers engaged in especially arduous, toxic, dangerous work or arduous, toxic, dangerous work;
+ Officers and soldiers suffering from occupational diseases;
Group of officers and soldiers with periodic health checkups every 12 months:
Other officers and soldiers not belonging to the group with 6-month periodic health checkups.
