Conditions for Participation in the Selection Process for National-Level Science and Technology Tasks
What are the conditions for participating in the selection process for the implementation of national-level science and technology tasks?
Based on the provisions of Article 4 of Circular 20/2023/TT-BKHCN, the conditions to participate in the selection process for task management must meet the following conditions:
(1) For organizations:
- Organizations with legal status and activities suitable to the requirements of the task have the right to register to participate in the selection process for task implementation.
- Organizations falling into any of the following cases are not eligible to register for the selection process to be the main implementer of the task:
+ At the time of the deadline for submitting the registration dossier for the selection process, the organization has not completed the registration, submission, and storage of results of other national-level tasks as per the current regulations;
+ At the time of the deadline for submitting the registration dossier for the selection process, the organization has not submitted an application to evaluate the acceptance of other national-level tasks chaired by them after 30 days from the end date of the task implementation period according to the Contract, including the extended time (if any);
+ At the time of the deadline for submitting the registration dossier for the selection process, the organization has not fully refunded the recovery funds as per the signed task implementation contracts;
+ Any misconduct leading to the suspension of other tasks shall not be allowed to register for the selection process within 01 year from the date of the suspension decision issued by the competent authority.
(2) For individuals:
- Individuals registering to participate in the selection process as the task manager must simultaneously meet the following requirements:
+ Possess a university degree or higher;
+ Have expertise in the field of science and technology relevant to the task content and have been active in this field for the past 05 years up to the time of the deadline for submitting the registration dossier;
+ Have the capability and ensure sufficient time to organize and implement the task;
+ Other cases different from the above requirements are decided by the Minister of Science and Technology.
- Individuals falling into any of the following cases are not eligible to register to participate in the selection process as a task manager:
+ At the time of the deadline, the individual is the task manager of another national-level task;
+ At the time of the deadline, the individual has not submitted an application to evaluate the acceptance of other national-level tasks managed by them after 30 days from the end date of the task implementation period according to the Contract, including the extended time (if any);
+ Any misconduct leading to the suspension of the task chaired by them within 03 years from the date of the suspension decision issued by the competent authority.
- The individual must not fall under the cases stipulated in clause 4, Article 4 of Circular 20/2023/TT-BKHCN.

What are the general principles for selecting organizations and individuals to implement national-level science and technology tasks?
Based on the provisions of Article 3 of Circular 20/2023/TT-BKHCN, the selection of organizations and individuals to implement national-level science and technology tasks must meet the following general principles:
- The selection process must ensure fairness, transparency, democracy, and objectivity; the results must be publicly announced on the National Task Management System and the electronic portal of the Ministry of Science and Technology or other mass media channels;
- Dossiers for participation in the selection process are evaluated through the Advisory Council for Selection established by the Minister of Science and Technology.
The evaluation is conducted by scoring based on specific criteria groups stipulated in Article 12 of Circular 20/2023/TT-BKHCN;
- Based on the Advisory Council's opinions, and the professional management unit's recommendations, the Minister of Science and Technology will decide on the selection of organizations and individuals to implement the task. If necessary, the Minister of Science and Technology may seek the opinions of independent advisory experts before making a decision.
In what cases are the results of selecting organizations and individuals for national-level scientific tasks canceled during the selection process?
Based on the provisions of clause 1, Article 17 of Circular 20/2023/TT-BKHCN, during the selection process for the implementation of scientific tasks, the Ministry of Science and Technology will cancel the results of the selection process for organizations and individuals in the following cases:
- The leading organization and task manager commit acts of forgery, fraud, or false declaration and commitment in the registration dossier for the selection process of the leading organization and individual task manager;
- Violates the conditions stipulated in Article 4 of Circular 20/2023/TT-BKHCN;
- Duplicates the funding for task implementation from other sources of the state budget;
- The leading organization and task manager do not comply with the regulations in clause 12, Article 11 of Circular 20/2023/TT-BKHCN;
- The leading organization and task manager do not comply with the regulations in clause 1, Article 15 of Circular 20/2023/TT-BKHCN.
Circular 20/2023/TT-BKHCN is effective from November 27, 2023.
