Which individuals are part of the Guard Force organized at the Ministry of Public Security and the Ministry of National Defense?
Based on Article 16 of the Guard Law 2017, it is stipulated as follows:
Guard Force
1. The Guard Force is organized at the Ministry of Public Security and the Ministry of National Defense, including:
a) Guard officers and soldiers of the Guard Command under the Ministry of Public Security;
b) Guard officers and soldiers of the Military Security Protection Department under the Ministry of National Defense.
2. The Minister of Public Security and the Minister of National Defense stipulate the organization, staffing, titles, and equipment of the Guard Force.
According to the above regulation, the Guard Force organized at the Ministry of Public Security and the Ministry of National Defense includes:
- Guard officers and soldiers of the Guard Command under the Ministry of Public Security;- Guard officers and soldiers of the Military Security Protection Department under the Ministry of National Defense.

What are the conditions and standards for selecting individuals into the Guard Force?
Based on the provisions of Article 17 of the Guard Law 2017, the conditions and standards for selecting individuals into the Guard Force are specified as follows:
- Vietnamese citizens who are at least 18 years old, regardless of gender, with clear political qualities, ethics, health, clear personal history, and willingness to serve long-term in the Guard Force.- Possession of diplomas, certificates in technical or professional skills, and talents or skills suitable for the specific nature of guard work.
What are the duties of the Guard Force?
According to the provisions of Article 18 of the Guard Law 2017, the duties of the Guard Force are described as follows:
The Guard Force under the Ministry of Public Security has the following duties:
- To preside and cooperate with relevant agencies and units to ensure absolute safety for the guarding subject in all situations;- Actively collect information, analyze, evaluate, and forecast situations related to ensuring absolute safety for the guarding subject;- Advise and propose the Minister of Public Security to issue documents to perform guard work; organize collaboration, coordination, and implementation of protection plans and methods;- Guide related forces in performing guard work;- Research and apply science and technology in guard work;- Implement international cooperation in guard work.
The Guard Force under the Ministry of National Defense has the following duties:
- Ensure absolute safety for the guarding subject entrusted to the Army in all situations;- Actively collect information, analyze, evaluate, and forecast situations related to ensuring absolute safety for the guarding subject;- Advise and propose to the Minister of National Defense on guard work within the Army; preside and coordinate with related units to implement plans and measures to ensure absolute safety for the guarding subject when visiting, working in areas managed by the Army;- Coordinate with the Guard Force under the Ministry of Public Security and related forces to ensure absolute safety for the guarding subject entrusted to the Army.
What are the obligations and responsibilities of guard officers and soldiers?
According to Article 19 of the Guard Law 2017, the obligations and responsibilities of guard officers and soldiers are stipulated as follows:
- Absolutely loyal to the Communist Party of Vietnam and the State of the Socialist Republic of Vietnam; ready to fight and sacrifice to ensure absolute safety for the guarding subject.- Strictly keep the confidentiality of guard work, strictly adhere to guard measures as stipulated in this Law and other relevant legal regulations.- Regularly study to improve political qualities, professional skills, and physical fitness to fulfill duties.- Be accountable before the law and their superiors for their decisions when performing guard work.
What are the special allowance levels for guard officers and soldiers?
Based on Article 3 of Decree 90/2018/ND-CP, the special allowance levels for guard officers and soldiers are stipulated as follows:
Guard officers and soldiers are entitled to special allowances ranging from 15% to 30% based on the salary of their rank or current allowance rank, besides other allowances (if any). Specifically:
(1) The 30% allowance rate applies to:
- Officers and soldiers performing duties: Close protection; protection of international guests visiting and working in Vietnam; patrolling, guarding at residences, workplaces, key areas, and particularly important events;- Officers holding leadership, command positions;- Officers and soldiers not holding positions with ranks from First Lieutenant or equivalent salary rank downwards; soldiers receiving rank allowances.
(2) The 25% allowance rate applies to:
- Officers and soldiers performing duties: Escort protection drivers, operational drivers, guides, escorts; inspection of explosives, combustibles, radioactive substances, or other dangerous materials, toxic testing; combat; reconnaissance; communication services for protection work; special tasks; mobility;- Officers and soldiers not holding positions with ranks of Second Lieutenant, Captain, or equivalent salary rank; excluding those stipulated in clause 1 of this Article.
(3) The 20% allowance rate applies to:
- Officers and soldiers directly serving leaders of the Communist Party, the State, the Central Committee of the Vietnam Fatherland Front;- Officers and soldiers not holding positions with ranks from Major or equivalent salary rank upwards; excluding those stipulated in clauses 1 and 2 of this Article.
(4) The 15% allowance rate applies to guard officers and soldiers not covered in (1) (2) (3).
