Procedure for Reissuing ID Cards for Members of Diplomatic Missions, Consular Offices, and International Organization Representative Offices in Vietnam

On August 23, 2023, the Ministry of Foreign Affairs issued Decision 2286/QD-BNG of 2023 announcing new administrative procedures in the field of diplomatic privileges and immunities under the management of the Ministry of Foreign Affairs.

The procedure for reissuing ID cards for members of diplomatic missions, consular offices, and international organization representative offices in Vietnam as stated in Section 2, Part 2 of the administrative procedures issued with Decision 2286/QD-BNG of 2023 is as follows:

- The Ministry of Foreign Affairs (State Protocol Department/Ho Chi Minh City Department of Foreign Affairs) receives the application for reissuing ID cards for members of diplomatic missions, consular offices, international organization representative offices in Vietnam and their family members and domestic staff.- The Ministry of Foreign Affairs (State Protocol Department/Ho Chi Minh City Department of Foreign Affairs) verifies the completeness of the application and requests additional documents if necessary.- Within 30 working days from the date of receiving a complete and valid application, the Ministry of Foreign Affairs (State Protocol Department/Ho Chi Minh City Department of Foreign Affairs) directly issues the ID cards for diplomatic missions, consular offices, and international organization representative offices in Vietnam.

Method of Implementation:

- For diplomatic missions, international organization representative offices in Hanoi: Register and submit the application online via the Ministry of Foreign Affairs' public service portal, submit the application directly/send via postal service to the State Protocol Department.- For consular offices, international organization representative offices in southern provinces (from Da Nang onwards): Register and submit the application online via the Ministry of Foreign Affairs' public service portal, submit the application directly/send via postal service to the Ho Chi Minh City Department of Foreign Affairs.

According to Section 2, Part 2 of the administrative procedures issued with Decision 2286/QD-BNG of 2023, the components of the reissuance application for ID cards for members of diplomatic missions, consular offices, and international organization representative offices in Vietnam are as follows:

- Note verbale from the diplomatic mission, consular office, or international organization representative office in Vietnam: 01 original in the sending country's language/English and 01 Vietnamese translation.- Report of lost ID card with confirmation from the police or local authority (in case of loss).- Original ID card (in case of ID card renewal).- 01 color photo, size 3x4 cm.

Resolution Time:

- Within 30 working days from the date of receiving a complete and valid application, the Ministry of Foreign Affairs (State Protocol Department/Ho Chi Minh City Department of Foreign Affairs) will consider reissuing the ID card.

Eligible Entities for Reissuing ID Cards for Members of Diplomatic Missions, Consular Offices, and International Organization Representative Offices in Vietnam

According to Section 2, Part 2 of the administrative procedures issued with Decision 2286/QD-BNG of 2023, the eligible entities for reissuing ID cards for members of diplomatic missions, consular offices, and international organization representative offices in Vietnam are as follows:

- Diplomatic ID cards are issued to:

+ Diplomatic public employees of diplomatic missions holding diplomatic passports with a specified diplomatic rank, or if the passport does not indicate the diplomatic rank, a note verbale from the mission is required.+ Heads and Deputy Heads of international organization representative offices holding United Nations laissez-passers or national passports (regardless of passport type) specifying their position as Head or Deputy Head of the office; if the laissez-passer or national passport does not specify the position, a note verbale from the office is required.+ Diplomatic public employees with a specified diplomatic rank from diplomatic missions or international organization representative offices in Hanoi seconded to work in Ho Chi Minh City specializing in economics, trade, culture, science-technology.+ Spouses and children (biological or adopted) aged 14 to 18 of the above diplomatic public employees who hold separate passports (regardless of passport type) living together in one household, based on a note verbale from the sending Ministry of Foreign Affairs or the foreign representative office in Vietnam.+ Ambassadors Extraordinary and Plenipotentiary of countries residing in Vietnam but not residing permanently in Vietnam (non-resident Ambassadors).

- Consular ID cards are issued to:

+ Consular officers of consular offices in Ho Chi Minh City and other localities holding diplomatic passports with a specified consular rank, or if the passport does not indicate the consular rank, a note verbale from the diplomatic mission is required.+ Diplomatic public employees with a specified diplomatic rank specializing in economics, trade, culture, science-technology from consular offices in Ho Chi Minh City and other localities.+ Spouses and children (biological or adopted) aged 14 to 18 of the above public employees living together in one household, holding separate passports (regardless of passport type).

- Honorary consular ID cards are issued to honorary consuls.

- Consular ID cards and honorary consular ID cards indicate the consular area to specify the scope of activity of the consular public employees.

- Service ID cards are issued to:

+ Administrative and technical staff of diplomatic missions, consular offices, and international organization representative offices holding diplomatic, service, or ordinary passports (if the sending country does not have service passports or only has one type of passport for its citizens);+ Spouses and children (biological or adopted) aged 14 to 18 of the above staff, holding separate passports (regardless of passport type) living together in one household, based on a note verbale from the sending Ministry of Foreign Affairs or the foreign representative office in Vietnam.

- General ID cards are issued to:

+ Service staff of diplomatic missions, consular offices, and international organization representative offices holding ordinary passports.+ Spouses and children (biological or adopted) of the above staff, holding separate passports, living together in one household.+ Overseas Vietnamese who retain Vietnamese nationality but hold foreign passports (regardless of passport type) are appointed as diplomatic, consular staff, or administrative and technical staff of a foreign country.+ Spouses and children (biological or adopted) of the above Vietnamese, holding foreign passports (regardless of passport type), living together in one household.+ Children of diplomatic public employees, consular public employees, Heads and Deputy Heads of international organization representative offices, administrative and technical staff aged 18 and above, regardless of passport type.+ Domestic staff for foreign diplomatic mission members, regardless of passport type.
