1. From July 1, 2024, comprehensively reform the wage policy in accordance with Resolution No. 27-NQ/TW dated May 21, 2018, of the Seventh Conference of the 12th Central Committee (The funding for wage reform is ensured by accumulated wage reform funds from central and local budgets, and partially arranged in the balance of state budget expenditures); adjust pensions, social insurance benefits, monthly allowances, preferential allowances for people with meritorious services, and certain social security policies associated with the statutory pay rate.

Thus, the official wage reform for officials and public employees and the armed forces will be implemented according to Resolution 27-NQ/TW of 2018.

How are the 05 New Salary Scales Built from July 1, 2024?

Based on the spirit of Resolution 27-NQ/TW of 2018, the 05 new salary scales by job position are constructed and designed based on the following 05 factors:

| - Abolish the statutory pay rate and the current salary coefficient, construct a basic salary in specific monetary amounts in the new salary scale.

- Implement unified policies for labor contracts in accordance with the Labor Code (or service provision contracts) for those performing auxiliary tasks (requiring sub-college level training), not applying the officials and public employees' salary scale to these subjects.

- Determine the lowest salary for officials and public employees in the public sector to be that of jobs requiring college-level training (Rank 1), not less than the minimum salary of trained labor in the enterprise sector.

- Expand salary relationships as a basis for determining specific salaries in the salary scale system, gradually approaching the salary relationships of the enterprise sector in line with state resources.

- Improve policies on regular salary increments and premature salary increments for officials and public employees and the armed forces in accordance with the new salary scale regulations. |

Who are Officials and Public Employees and the Armed Forces?

- According to Clause 1, Article 4 of the Law on Cadres and Officials 2008, officials are defined as Vietnamese citizens who are elected, approved, or appointed to hold leadership positions according to terms in agencies of the Communist Party of Vietnam, the State, and socio-political organizations at the central, provincial (including centrally-run cities) and district levels (including urban districts, suburban districts, district-level towns, and provincial cities), within staff and salary quotas from the state budget.
