Summary of 05 Official Salary Scales by Job Position from July 1, 2024 Upon Implementing Wage Reform
As stipulated in Clause 1, Article 3 of Resolution 104/2023/QH15:
On the implementation of wage policy
1. From July 1, 2024, comprehensively reform the wage policy in accordance with Resolution No. 27-NQ/TW dated May 21, 2018, of the Seventh Conference of the 12th Central Committee (The funding for wage reform is ensured by accumulated wage reform funds from central and local budgets, and partially arranged in the balance of state budget expenditures); adjust pensions, social insurance benefits, monthly allowances, preferential allowances for people with meritorious services, and certain social security policies associated with the statutory pay rate.
Thus, the official wage reform for officials and public employees and the armed forces will be implemented according to Resolution 27-NQ/TW of 2018.
According to Resolution 27-NQ/TW of 2018, the salary reform will establish 05 salary scales by job position applicable to officials and public employees and the armed forces.
The 05 official salary scales for officials and public employees and the armed forces are as follows:
Salary Scale 01: Leadership position salary scale applied to officials and public employees holding leadership positions (elected or appointed) within the political system from the central to the communal level.
Salary Scale 02: Professional and specialized salary scale according to the ranks of officials and career titles of public employees, applied universally to officials and public employees who do not hold leadership titles.
Salary Scale 03: Salary scale for military officers, police officers, and non-commissioned professional policemen (based on positions, titles, and military ranks).
Salary Scale 04: Salary scale for professional soldiers and technical police specialists.
Salary Scale 05: Salary scale for national defense workers and police workers (keeping the current salary relationship of the armed forces compared to administrative officials).
However, as of now, the specific details of these salary scales are yet to be drafted, and no official documents stipulating the specific wages in these 05 salary scales for officials and public employees and the armed forces have been released.

How are the 05 New Salary Scales Built from July 1, 2024?
Based on the spirit of Resolution 27-NQ/TW of 2018, the 05 new salary scales by job position are constructed and designed based on the following 05 factors:
| - Abolish the statutory pay rate and the current salary coefficient, construct a basic salary in specific monetary amounts in the new salary scale.
- Implement unified policies for labor contracts in accordance with the Labor Code (or service provision contracts) for those performing auxiliary tasks (requiring sub-college level training), not applying the officials and public employees' salary scale to these subjects.
- Determine the lowest salary for officials and public employees in the public sector to be that of jobs requiring college-level training (Rank 1), not less than the minimum salary of trained labor in the enterprise sector.
- Expand salary relationships as a basis for determining specific salaries in the salary scale system, gradually approaching the salary relationships of the enterprise sector in line with state resources.
- Improve policies on regular salary increments and premature salary increments for officials and public employees and the armed forces in accordance with the new salary scale regulations. |
Who are Officials and Public Employees and the Armed Forces?
- According to Clause 1, Article 4 of the Law on Cadres and Officials 2008, officials are defined as Vietnamese citizens who are elected, approved, or appointed to hold leadership positions according to terms in agencies of the Communist Party of Vietnam, the State, and socio-political organizations at the central, provincial (including centrally-run cities) and district levels (including urban districts, suburban districts, district-level towns, and provincial cities), within staff and salary quotas from the state budget.
- Article 4, Clause 2, of the Law on Cadres and Officials 2008, amended by Article 1, Clause 1, of the Law on Cadres, Officials and Civil Servants 2019, stipulates that officials are Vietnamese citizens who are recruited, appointed into ranks, positions, and titles corresponding to job positions within agencies of the Communist Party of Vietnam, the State, and socio-political organizations at the central, provincial, and district levels; within agencies and units under the People's Army, not being officers, professional soldiers, or defense workers; within agencies and units under the People's Public Security, not being officers, non-commissioned officers serving based on professional policies, or public security workers, within staff and salary quotas from the state budget.
- According to Article 2 of the Law on Public Employees 2010, public employees are Vietnamese citizens recruited according to job positions, working at public service providers under employment contract policies, and receiving salaries from the salary fund of public service providers as prescribed by law.
Based on Article 23 of the Law on National Defense 2018, the people's armed forces comprise the following forces and their respective duties:
Composition and Duties of the People's Armed Forces
1. The people's armed forces include the People's Army, the People's Public Security, and the Militia and Self-Defense Force.
2. The people's armed forces are absolutely loyal to the Homeland, the People, the Communist Party, and the State; tasked with being ready for combat, combat, serving combat, defending independence, sovereignty, unity, territorial integrity of the Homeland, national security, social order, and safety; protecting the People, the Communist Party, the State, socialist policies, revolutionary achievements; together with the entire populace building the country and fulfilling international obligations.
Thus, based on the above regulations, the Vietnamese people's armed forces include 03 components: the People's Army, the People's Public Security, and the Militia and Self-Defense Force.
