Land Database on Cadastre Implemented by Which Authority? How is the Update and Amendment of the Cadastre Database Carried Out?
At what level is the land database on cadastral information implemented?
Based on Article 3 Circular 05/2017/TT-BTNMT, the regulation is as follows:
Construction of the national land database
1. The land database organized and built by central agencies includes:
a) Database of land statistics and inventory: data reports, tables, statistical and inventory data of land, current land use maps at regional and national levels; data on land use management according to thematic categories;
b) Database of land use planning and plans: data reports, synthetic explanatory reports, current land use maps, land use planning and plans maps, and maps for adjusting land use plans at national, socio-economic region levels;
c) Land price database: land price framework data, land prices in boundary areas between provinces, and centrally-governed cities (hereinafter referred to as boundary areas).
2. The land database organized and built by provinces and centrally-governed cities includes:
a) Cadastral database*: data on the establishment and revision of cadastral maps, land registration, issuance of land use rights certificates, ownership of houses, and other properties attached to the land (hereinafter referred to as certificates), cadastral records;*
b) Database of land statistics and inventory: data reports, tables, statistical, and inventory data of land, current land use maps at communal, district, and provincial levels; data on land use management according to thematic categories as decided by competent authorities;
c) Database of land use planning and plans: data reports, synthetic explanatory reports, current land use maps, land use planning and plans maps, and adjustment maps of land use planning and plans at provincial and district levels;
d) Land price database: land price lists, adjustment, and supplementary price lists; land price adjustment coefficients; specific land prices; auction-winning land prices; and land price information in information collection forms about parcels.
According to the above regulation, the land database on cadastral information (also known as the cadastral database) is implemented by agencies under the provinces and centrally-governed cities.

Which agency is responsible for building the cadastral land database?
Based on Clause 2, Article 4 of Circular 05/2017/TT-BTNMT, the regulation is as follows:

2. The Department of Natural Resources and Environment is responsible for:
a) Developing a plan to implement the construction of the land database for submission to the provincial People's Committee for approval;
b) Organizing the construction, management, and updating of the land database as stipulated in Clause 2, Article 3 of this Circular;
c) Inspecting the updating of the land database carried out by the Land Registration Office;
d) Reporting on the construction and operation of the land database in the province according to Appendix 01 attached to this Circular, submitted to the General Department of Land Management by January 15 every year.
Thus, the Department of Natural Resources and Environment is the agency responsible for building the cadastral land database.
How is the updating and revision of the cadastral database implemented?
The updating and revision of the cadastral database are implemented according to the regulation in Article 79 Circular 05/2017/TT-BTNMT. Specifically:
Updating and revising the cadastral database
1. The updating and revising of the cadastral database are carried out continuously and regularly during the process of handling administrative procedures on land as follows:
a) The agency receiving the documents performs the task of entering information and scanning the documents submitted by land users and land managers during the implementation of administrative procedures on land and transferring the digital documents through the land information system according to the procedure for handling administrative procedures;
b) The entry of information into the cadastral database is performed by the competent agency handling administrative procedures through the land information system using application software when processing administrative procedures on land.
2. The updated information must ensure full and consistent content across data blocks, including spatial data, attribute data, scanned documents data, and administrative procedure file data according to the electronic procedure established in the system corresponding to the regulated administrative procedures and established policies protection (read-only access) after completing the administrative procedure.
Thus, the updating and revision of the cadastral database are performed continuously and regularly during the process of handling administrative procedures on land.
