- The purpose of the Plan is to ensure the progress in the process of organizing the evaluation of national sector planning for the Health Facility Network Planning for the period 2021-2030, with a vision to 2050 according to the law on planning;
- Assign responsibilities, organize the implementation and monitor, urge the evaluation of the planning according to the correct process and set plans.

What are the duties and responsibilities of the members of the Health Facility Network Planning Evaluation Council?
In Section 2 of the Plan issued together with Decision 43/QD-HDTDQH of 2023 it clearly states:
- The Decision clearly assigns the duties and responsibilities of the members of the Evaluation Council:
+ Research the evaluation planning dossier, prepare written comments at the meetings of the Evaluation Council;
+ Evaluate the contents of the planning according to the provisions of Article 32 of the Planning Law 2017, in which they research and participate in comments on related contents based on the functions and duties of ministries and central authorities, units that are represented and participate in comments on other related issues of the planning to ensure the consistency and synchronization of the Plan.
+ Be responsible to the Chairman of the Evaluation Council and the head of the agency for the contents of the work assigned by the Chairman of the Evaluation Council and be legally accountable for the comments on the Plan;
+ Coordinate with the standing agency of the Evaluation Council to review the explanations and feedback on the evaluation comments in the planning dossier and documents before the planning dossier and documents are stamped for verification.
+ The opposing member studies, evaluates, and reports to the Evaluation Council on the entire content of the planning; exercises their responsibilities and powers according to Article 35 of Decree 37/2019/ND-CP
Opposing member in the Planning Evaluation Council
1. The Planning Evaluation Council must have at least 03 members as opposing members.
2. The opposing member in the Planning Evaluation Council must have at least 15 years of experience in planning consultancy or state management of planning for those with a university degree in a planning-related field; at least 08 years of experience in planning consultancy or state management of planning for those with a master's degree or higher in a planning-related field.
+ Participate fully in the meetings of the Evaluation Council when summoned; perform assigned tasks and other tasks assigned by the Chairman of the Evaluation Council.
- At the same time, the members of the Council have the right:
+ Request the standing agency of the council to provide planning dossiers and documents;
+ Reserve their opinions.
What are the rights and responsibilities of the standing agency of the Health Facility Network Planning Evaluation Council?
The Decision clearly assigns the duties and responsibilities of the standing agency of the Evaluation Council as specified in Section 3 of the Plan issued together with Decision 43/QD-HDTDQH of 2023 as follows:
- Implement according to Article 34 of Decree 37/2019/ND-CP dated May 7, 2019 of the Government of Vietnam and the tasks assigned in Appendix 1 of this Plan.
Responsibilities and powers of the standing agency of the Planning Evaluation Council
1. Receive, research, and process evaluation planning dossiers and documents submitted by the planning establishment agency to the Planning Evaluation Council.
2. Develop and submit to the Chairman of the Planning Evaluation Council a plan to organize the evaluation or re-evaluation of the planning in case the planning does not meet the conditions for submission for decision or approval according to the conclusion of the Planning Evaluation Council.
3. Provide dossiers and documents for the members of the Planning Evaluation Council to research and provide comments on the planning.
4. Propose the Chairman of the Planning Evaluation Council to organize meetings, conferences, seminars to assess related topics on planning before the Planning Evaluation Council meeting.
5. Compile the comments, assessments of the opposing members, the opinions of the members of the Planning Evaluation Council, and the independent evaluation consultant's opinions (if any), the opinions of the agency evaluating the strategic environmental assessment for the planning that must conduct strategic environmental assessment and other opinions, report to the Planning Evaluation Council.
6. Prepare the necessary conditions for the Planning Evaluation Council to hold the evaluation meeting.

+ Prepare the content, program for the Evaluation Council meeting; invite meetings, prepare documentation and means to serve the Evaluation Council meetings.
- At the same time, urge the members of the Evaluation Council to carry out their evaluation tasks as assigned.
