What is the order of precedence of Vietnam's regulatory agencies to apply data connection and sharing models?
Based on Clause 4 Article 42 of the Law on e-transactions 2023, it is stipulated as follows:

4. regulatory agencies apply the data connection and sharing model in the following order of precedence :
a) Connection and sharing through intermediary systems including: National Data Integration and Sharing Platform; data connection and sharing infrastructure at ministerial and provincial level according to the Overall National Digital Architecture Framework;
b) Direct connection between information systems and databases when intermediary systems are not ready or the governing body of the intermediary system determines that the intermediary system does not meet the requirements for data connection and sharing.

Thus, regulatory agencies apply the data connection and sharing model in the following order of precedence :
- Connection and sharing through intermediary systems including: National Data Integration and Sharing Platform; data connection and sharing infrastructure at ministerial and provincial level according to the Overall National Digital Architecture Framework;
- Direct connection between information systems and databases when intermediary systems are not ready or the governing body of the intermediary system determines that the intermediary system does not meet the requirements for data connection and sharing.

What are regulations on management of the national database of Vietnam?
Based on Clause 3 Article 40 of the Law on e-transactions 2023, it is stipulated as follows:
Management of Shared Data and Databases
1. Data in regulatory agencies is organized uniformly, and managed according to the responsibilities of regulatory agencies to promote e-transactions; it is shared to serve the activities of regulatory agencies, citizens, and businesses as prescribed by law.
2. Shared databases in regulatory agencies include national databases, databases of ministries, sectors, and localities.
3. The management of the national database is stipulated as follows:
a) The national database contains master data which serves as a reference basis, synchronizing data between databases of ministries, sectors, and localities;
b) Master data in the national database has official value, equivalent to paper documents provided by competent agencies, except where the law provides otherwise;
c) Data in the national database is shared with ministries, sectors, and localities to serve administrative procedures, administrative reform, streamline administrative procedures for citizens, businesses, and socio-economic development goals;
d) The Prime Minister of the Government of Vietnam approves the list of national databases. The list of national databases must reflect the following basic contents: name of the national database; the objective of building the national database; the scope of data in the national database; information about the master data of the national database that is stored and shared; objects and purposes of using and exploiting the national database; sources of information built and updated into the national database; methods of sharing data from the national database;
dd) The Government of Vietnam regulates the construction, updating, maintenance, exploitation, and use of the national database; stipulates the sharing of the national database with databases of other regulatory agencies.
