From May 30, 2023, will the requirement for a master's degree for Grade 1 primary school teachers be removed in Vietnam?

Based on the provisions at Clause 5 Article 2 of Circular 08/2023/TT-BGDDT, the regulations are as follows:

Amending and supplementing certain articles of Circular No. 02/2021/TT-BGDDT dated February 2, 2021, of the Ministry of Education and Training, stipulating the codes, standards of professional titles, and appointment, salary classification for public employees teaching in public primary schools

5. Amending point a, clause 3, Article 5 as follows:

“a) Holding a bachelor’s degree in a teacher training field for primary school teachers.

In cases where there are insufficient teachers with a bachelor's degree in the teacher training field for a subject, a bachelor's degree in a relevant specialized field together with a pedagogical training certificate for primary school teachers as prescribed by the Minister of Education and Training of Vietnam is required.

Compared to the old regulations at Article 5 of Circular 02/2021/TT-BGDDT, which stipulate the following:

3. Standards for training and refresher training levels

a) Holding a master's degree or higher in a teacher training field for primary school teachers or a relevant specialized field for teaching subjects, or an educational management master's degree or higher;

b) Holding a refresher training certificate according to the standards of the Grade 1 primary school teacher’s professional title.

According to the above provision, currently, Circular 02/2021/TT-BGDDT stipulates that the standards for training and refresher training levels must include a master's degree or higher and a refresher training certificate for the Grade 1 primary school teacher’s professional title.

However, Circular 08/2023/TT-BGDDT has amended the training and refresher training levels for Grade 1 primary school teachers as follows:

- Holding a bachelor's degree or higher in a teacher training field for primary school teachers.

- In cases where there are insufficient teachers with a bachelor's degree in the teacher training field for a subject, a bachelor's degree in a relevant specialized field and a pedagogical training certificate for primary school teachers.

- Holding a refresher training certificate according to the standards of the Grade 1 primary school teacher’s professional title.

Thus, from May 30, 2023, Grade 1 primary school teachers do not need to hold a master's degree, only a bachelor's degree or higher is required.

However, Circular 08/2023/TT-BGDDT has amended the training and refresher training levels for Grade 1 secondary school teachers as follows:

- Holding a bachelor's degree or higher in a teacher training field for secondary school teachers.

- In cases where there are insufficient teachers with a bachelor's degree in the teacher training field for a subject, a bachelor's degree in a relevant specialized field and a pedagogical training certificate for secondary school teachers as prescribed by the Minister of Education and Training of Vietnam.

From the effective date of Circular 08/2023/TT-BGDDT, Grade 1 secondary school teachers are only required to have a bachelor's degree or higher, not a master's degree as currently required.

What are the responsibilities of Grade 1 primary and secondary school teachers in Vietnam?

Based on the provisions at Clause 1 Article 5 of Circular 02/2021/TT-BGDDT, the responsibilities of Grade 1 primary school teachers are as follows:

Grade 1 Primary School Teacher - Code: V.07.03.27

1. Responsibilities

In addition to the responsibilities of Grade 2 primary school teachers, Grade 1 primary school teachers must undertake the following tasks:

a) Participate in editing, compiling, and developing programs and materials for training teachers and primary school students or serve on committees selecting textbooks when appointed;

b) Lead training activities and specialized discussions of the school or participate in evaluating and approving scientific research proposals from colleagues at the district level or higher;

c) Participate in external assessments or in specialized inspections and professional evaluations of primary school teachers from district level or higher;

d) Serve as jury members in teaching contests or class teacher contests, or serve as Head of the Young Pioneers team at district level or higher.

Additionally, based on the provisions at Clause 1 Article 5 of Circular 03/2021/TT-BGDDT, the responsibilities of Grade 1 secondary school teachers are as follows:

Grade 1 Secondary School Teacher - Code V.07.04.30

1. Responsibilities

In addition to the responsibilities of Grade 2 secondary school teachers, Grade 1 secondary school teachers must undertake the following tasks:

a) Participate in compiling, appraising, or selecting textbooks, local educational materials, or other teaching and training materials for teachers;

b) Act as lecturers, share experiences, or demonstrate in training and professional development sessions for teachers from the district level or higher, or participate in online teaching;

c) Lead the implementation and guide colleagues on the implementation of new sector policies and contents;

d) Participate in professional inspections and evaluations for teachers from the district level or higher; participate in evaluating or guiding scientific and technological research products from the district level or higher;

dd) Participate in the organizing committee or serve as jury members or examiners in contests (for teachers or students) from the district level or higher (if any).

Grade 1 primary school teachers and Grade 1 secondary school teachers will perform the responsibilities as stipulated above.

Circular 08/2023/TT-BGDDT becomes effective from May 30, 2023.
