What is the currency-treasury officer grade in Vietnam?

According to the provisions of Article 8 of Circular 14/2022/TT-NHNN regarding currency-treasury officers:

Currency-treasury officer grade

1. Responsibilities

This is an official position specializing in banking, performing tasks related to treasury operations, and is assigned to various positions in units under the State Bank of Vietnam.

2. Tasks

a) Performing the tasks of receiving, counting, sorting, selecting, packaging, loading, and transporting cash, valuable assets, and valuable documents;

b) Taking responsibility for the assets in terms of cash, valuable assets, and valuable documents within the scope assigned for custody, transport, loading, counting, sorting, selecting, and packaging;

c) Recording, updating books, and documents related to cash, valuable assets, and valuable documents, and other records clearly, accurately, and fully;

d) Complying with inventory check regulations at the end of the day, entering the treasury to safeguard assets when the daily work hours end;

dd) Producing statistical reports as assigned;

e) Guiding customers on complying with transaction regulations and identifying, exchanging money that doesn't meet circulation standards as per regulations;

g) Detecting counterfeit money, suspect counterfeit money, or destroyed money when performing assigned duties;

h) On-site inspection of conditions to ensure the safety of asset release and reception in the treasury and when organizing loading, transportation as ordered by competent authorities when assigned;

i) Inspecting the safety of the treasury during working hours; controlling and supervising those allowed to work in the treasury; inspecting compliance with entry and exit regulations of the treasury; having the right to inspect and review those entering or exiting the treasury when there are suspicions;

k) Achieving set targets on money counting and banking services.

The currency-treasury officer is an official specializing in banking, performing duties related to treasury operations, and assigned to various positions in units under the State Bank.

Currency-treasury officers must meet the following standards:

- Professional competence and expertise

+ Master policies related to cash management and treasury management of the State Bank;

+ Master the State Bank’s regulations on exchanging torn, damaged money that doesn't meet circulation standards;

+ Be proficient in money sorting, differentiating genuine from counterfeit money; regulations and procedures in counting, packaging, receiving, disbursing cash, and cash preservation;

+ Be able to guide customers on the proper procedures for cash deposits and withdrawals at the bank;

+ Be proficient in using money-counting machines and other supporting tools.

- Qualifications

Hold a post-secondary diploma or higher in economics, finance, banking, accounting, or auditing.

For officials currently holding the bank depository officer grade (code: 07.048) or Bank Treasurer (code: 06.034) as specified in Circular 12/2019/TT-NHNN, if they meet the conditions and standards of the Bank Depository Officer or Bank Treasurer (code: 07.048), they will be transferred to the Bank Depository Officer or Bank Treasurer position as stipulated in Article 7 of this Circular. For officials currently holding the tally officer grade (code: 07.047) according to Circular 12/2019/TT-NHNN, they will be transferred to the currency-treasury officer grade (code: 07.047) as specified in Article 8 of this Circular.

Thus, from the effective date of Circular 14/2022/TT-NHNN, officials holding the tally officer grade as specified in Circular 12/2019/TT-NHNN will be transferred to the currency-treasury officer grade as specified in Article 8 of Circular 14/2022/TT-NHNN.

What is the salary paid to the currency-treasury officer in Vietnam?

According to the provisions of Point dd, Clause 1, Article 10 of Circular 14/2022/TT-NHNN regarding the salary coefficient of currency-treasury officers:

Salary grading for banking sector officials

1. Banking sector officials under this Circular apply Table 2 (Professional payroll apllicable to officials in state agancies) issued with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials and public employees, and armed forces (amended and supplemented) as follows:

dd) The payroll of official category B, with a salary coefficient ranging from 1.86 to 4.06 shall apply to currency-treasury officers.

According to Clause 2, Article 3 of Decree 38/2019/ND-CP:

Statutory Pay Rate

1. The statutory pay rate is used as the basis for:

a) Calculating the salary levels on payrolls, allowances, and implementing other policies as stipulated by the law for the subjects specified in Article 2 of this Decree;

2. From July 01, 2019, the statutory pay rate is 1,490,000 VND/month.

Thus, currency-treasury officers applying the official category B payroll have a salary coefficient from 1.86 to 4.06 with a corresponding salary ranging from 2,771,400 VND to 6,049,400 VND per month.
