- Develop three salary tables for the armed forces, including: one salary table for military officers, police officers, non-commissioned officers (based on positions, titles, and military ranks), one salary table for professional soldiers, technical officers of the police, and one salary table for defense workers, police workers (maintaining the salary correlation of the armed forces compared to administrative officials as currently).

It is expected that if there are no changes, the wage reform will be implemented from July 1, 2024, for officials and public employees, armed forces, and workers in enterprises.
Accordingly, the military and police will be issued a new salary table system based on job positions to replace the current salary table system. When the reform is implemented, the salaries of the military and police will be ensured to be no lower than the current salaries.

After the wage reform, there will be three new salary tables for the police and military as follows:
- Salary table for military officers, police officers, non-commissioned officers (based on positions, titles, and military ranks);- Salary table for professional soldiers, technical officers of the police;- Salary table for defense workers, police workers.

What Is the Specific Roadmap for Wage Reform for Officials and Public Employees According to Resolution 27?
Based on Resolution 27-NQ/TW in 2018, specific goals for wage reform from 2021 to 2025 and a vision to 2030 are given as follows:
(1) For the public sector:
- From 2021, apply new unified wage policies for officials and public employees, and armed forces throughout the entire political system.- In 2021, the lowest salary for officials and public employees must be equal to the average minimum wage of enterprises in various regions.- Periodically adjust wages to align with the consumer price index, economic growth rates, and the state budget's capabilities.- By 2025, the lowest salary for officials and public employees must be higher than the average minimum wage of enterprises in various regions.- By 2030, the lowest salary for officials and public employees must be equal to or higher than the highest regional minimum wage in enterprises.
(2) For the enterprise sector:
- From 2021, the State will periodically adjust the regional minimum wage based on recommendations from the National Wage Council. Enterprises are allowed to implement wage policies based on negotiations and agreements between employers and employees and their representatives; the State will not directly intervene in enterprise wage policies.- Manage labor and wages in state-owned enterprises by applying wage cost contracting tied to the business performance of enterprises until 2025, and proceed to assign business performance contracts by 2030.
When Will the Wage Reform According to Resolution 27 Be Implemented?
On the afternoon of September 19, 2023, National Assembly Chairman Vuong Dinh Hue delivered the closing speech at the Vietnam 2023 Socio-Economic Forum, emphasizing the prompt implementation of fundamental wage policy reforms in 2024.
The National Assembly Chairman also emphasized the need to promptly implement a fundamental wage policy reform in 2024, which will also act as a boost to the labor market and stimulate domestic consumption.
"This is a reform, not just a regular salary increase. If there are no changes, the time we may be able to apply is from July 1, 2024."
Thus, the wage policy reform is expected to be implemented from July 1, 2024.
