What is the single-window section? What are the duties of the single-window section in Vietnam?

According to the provisions of Clauses 1 and 3, Article 3 of Decree 61/2018/ND-CP, the definition of single-window system and single-window section are as follows:

- Single-window system for handling administrative procedures refers to a method for receiving documentation, handling and informing results of handling of administrative procedures, monitoring, supervising and assessing the handling of administrative procedures for organizations and individuals that a competent entity employs with the help of a single-window section.

- Single-window section refers to the generic name of the unit receiving and informing results of handling of administrative procedures or the public administrative service center at the provincial level that has duties and authority to provide instructions about, receive, handle or forward documentation to handle and inform the results of handling of administrative procedures, monitor, supervise and assess the handling of administrative procedures for interested organizations and individuals.

Pursuant to Clause 1 Article 8 of Decree 61/2018/ND-CP stipulating the duties of the single-window section as follows:

- Fully and promptly publish by electronic means or in writing the list of administrative procedures carried out at One-stop Shops; the contents of administrative procedures which are publicized under the provisions of the law on control of administrative procedures and this Decree; support those unable to access administrative procedures publicized by electronic means;

- Provide guidance on implementing administrative procedures; receive and digitize administrative procedures and applications; settle or transfer the application for settling administrative procedures; return the results of administrative procedures; monitor, supervise and evaluate the settlement and return the results of administrative procedures to organizations and individuals; collect fees and charges (if any) as prescribed;

- Cooperate with relevant agencies and units in resolving and informing the results of settlement of administrative procedures for organizations and individuals in cases where administrative procedures require the immediate resolution in the day or administrative procedures are assigned or entrusted to public officials and employees at the One-stop Shop to resolve; support organizations and individuals to use Level 3 and Level 4 online public services;

- Cooperate with competent entities and other relevant ones to organize training courses in improvement of professional qualifications for public officers, servants and employees tasked with guiding, receiving and informing results of handling of administrative procedure according to single-window systems and interlinked single-window systems;

- Receive, settle or report to competent entities on handling of feedbacks, petitions, complaints and denunciations of organizations and individuals against public officers, servants and employees about guiding, receiving, settling and transferring documentation for handling and notification of administrative procedure settlement results; address the explanations for competent entities on feedbacks, petitions, complaints and denunciations to organizations and individuals;

- Arrange equipment at the single-window section in accordance with the provisions of point b of clause 2 of Article 13 herein and provide necessary legal support services, pay charges, fees, taxes, foreign and ethnic language interpreters (if necessary), photocopy, print documents and other necessary services to meet organizations or individuals’ demands at service prices approved by competent entities;

- Perform other duties as stipulated by law.

What is the list of 101 administrative procedures for receiving and returning results at the single-window section in Vietnam?

On January 4, 2023, the Ministry of Finance issued Decision 07/QD-BTC in 2023 announcing the list of procedures for receiving and returning results at the single-window section of the Ministry of Finance.

In particular, the list of administrative procedures issued together with Decision 07/QD-BTC in 2023 includes:

- 1 administrative procedure in the Informatics sector

- 04 administrative procedures in Debt Management;

- 43 administrative procedures in the Insurance sector;

- 24 administrative procedures in Accounting and Auditing sector;

- 03 administrative procedures in Corporate Finance sector;

- 02 administrative procedures in Price sector;

- 10 administrative procedures in Public Property sector;

- 14 administrative procedures in the Finance and Banking sector

Which agency is responsible for announcing the internal process for settling administrative procedures on the List of administrative procedures receiving and returning results at the single-window section in Vietnam?

Pursuant to Article 2 of Decision 07/QD-BTC in 2023 on this content as follows:

Department of Informatics & Financial Statistics; Department of Insurance Management and Supervision; Department of Public Property Management; Department of Price Administration; Department of Debt Management and External Finance; Department of Management and Supervision of Accounting and Auditing; The Department of Corporate Finance and the Department of Finance and Banking shall announce the internal process for settling each administrative procedure according to the scope of management for the list of administrative procedures promulgated together with this Decision.

Thus, the following agencies are responsible for announcing the internal process for settling each administrative procedure according to the scope of management for the list of administrative procedures issued together with Decision 07/QD-BTC in 2023 as follows:

- Department of Financial Informatics & Statistics

- Department of Insurance Management and Supervision;

- Department of Public Property Management;

- Department of Price Administration;

- Department of Debt Management and External Finance;

- Department of Management and supervision of Accounting and Auditing;

- Department of Corporate Finance

- Department of Banking and Finance.
