Who is eligible for commendation awards in the People's Public Security Forces?
Based on Article 8 Circular 12/2019/TT-BCA, the following subjects are eligible for commendation awards in the People's Public Security Forces:
- For individuals: Officers, non-commissioned officers, soldiers, public security workers, and contract workers in the People's Public Security Forces.
- For collectives:
+ Command Centers, Bureaus and equivalent units; academies, People's Public Security schools; provincial and city police directly under the central government (hereinafter referred to as General Department units, provincial public security agencies);
+ Departments, divisions, detention centers, temporary detention centers, mandatory education facilities, reformatory schools, and equivalent units; district-level town public security; central brigade, battalion units under the bureau; Public Security enterprises (hereinafter referred to as grassroots units);
+ Ward police, commune-level towns; commune police where regular public security personnel have been allocated to hold the positions of commune police; police stations, sub-detention centers, sub-units of mandatory education facilities, battalions, companies under grassroots units, boards, teams and equivalent units (hereinafter referred to as sub-grassroots units).

2. Commendation awards are forms of recognizing, praising, honoring, and encouraging individuals, collectives, and households who achieve accomplishments in emulation by material benefits.

Based on Chapter 2 Circular 12/2019/TT-BCA, the commendation awards in the People's Public Security Forces include:
- Title "Advanced Fighter" or "Advanced Worker"- Title "Grassroots Emulation Fighter"- Title "All-People's Public Security Forces Emulation Fighter"- Title "National Emulation Fighter"- Commendation awards for leaders and commanders of Public Security at all levels- Title "Advanced Unit" or "Advanced Labor Collective"- Title "Decisive Victory Unit" or "Excellent Labor Collective"- Title "Emulation Flag of the Ministry of Public Security"- Title "Emulation Flag of the Government of Vietnam".
What are the legal regulations on organizing emulation movements in the People's Public Security Forces?
Based on the provisions of Article 6 Circular 12/2019/TT-BCA, the legal regulations on organizing emulation movements in the People's Public Security Forces are as follows:
Developing plans to organize emulation movements
- The plan to organize emulation movements must clearly define the objectives, targets, requirements, themes, scope, subjects, and emulation period; the targets set must be higher than usual to encourage efforts and active striving from each collective and individual;
- The content of the emulation must aim to fulfill the political tasks of the Public Security units and localities and be associated with other emulation movements; ensure practicality and suitability to the actual conditions of the unit, locality, and the ability of participation by officers and soldiers;
- The implementation measures for the emulation movement must be specific and practical; focus on propaganda, encouragement, and motivation for officers and soldiers to promote a sense of responsibility and self-awareness to participate;
- The emulation movement plan must clearly state the leading unit, coordinating units, preliminary review time, final review time, and report the results of organizing the emulation movement.
Organizing emulation movement launching ceremonies
- The Minister of Public Security launches and directs emulation movements within the entire People's Public Security Forces;
- Heads of units under the Ministry of Public Security, Directors of provincial and city police directly under the central government launch and direct emulation movements in the units and localities they are in charge of;
- The content and program of the emulation movement launching ceremony include: Saluting the National Flag; stating the reason and introducing the delegates; thoroughly understanding the content of the emulation movement launch plan; remarks on the emulation by representatives of one or several units; signing the emulation covenant between participating units (if any); remarks by the head of the unit; closing the ceremony;
- The organization of the emulation launching ceremony can be held separately or combined with conferences and other activities of the People's Public Security Forces.
Monitoring, checking, urging the implementation of emulation movements
Emulation movements must be regularly monitored, checked, urged, and guided in their implementation. Focus on directive points to draw experiences, find out existing problems and limitations, and the causes to take corrective measures and effectively implement the emulation movement.
Identifying, fostering, propagandizing, and expanding exemplary models
Exemplary models are those collectives and individuals with outstanding and exemplary achievements, displaying creativity in emulation movements. Identifying, fostering, propagandizing, and expanding exemplary models is an important method in various measures and forms of organizing emulation. In emulation movements, Public Security units and localities identify exemplary models, summarize the experiences of exemplary models, boost propaganda activities to praise and honor exemplary models, and organize learning, catching up, and surpassing these models.
Summarizing and reviewing emulation movements
- The preliminary review of emulation movements is organized periodically for 3 months, 6 months, or according to each emulation phase, ensuring a serious, profound, objective, and comprehensive review;
- The annual final review, evaluation of emulation results ensures serious, profound, objective, and comprehensive reviews, clarifies the achieved results, effective models, and methods, points out existing problems and limitations and their causes; the inspection, scoring, commenting, and selecting of exemplary collectives and individuals in the emulation movement must ensure objectivity and accuracy.
- When conducting preliminary and final reviews of emulation movements, Public Security units and localities select exemplary collectives and individuals with outstanding achievements for commendation or propose commendations from higher authorities.
