- Develop a salary scale for leadership positions applied to officials and public employees holding elected and appointed leadership positions in the political system from the Central to the commune level according to the principle: (1) The leadership salary must reflect the hierarchy in the political system; holding any leadership position entitles one to that position's salary; if one holds multiple positions, they receive the highest leadership salary; equivalent leadership positions receive the same salary; the salary of a higher-level leader must be higher than that of a lower-level leader; (2) Specify one salary level for each type of equivalent leadership position; do not differentiate ministries and central authorities, boards, committees, and equivalent agencies at the central level when constructing the central level leadership salary scale; do not differentiate different levels of leadership salary for the same leadership title according to the local administrative units but implement through allowance policies. The classification of equivalent leadership positions in the political system for designing the leadership salary scale is decided by the Politburo after reporting to the Central Committee.

- Periodically increase the wage level in accordance with consumer price index, economic growth rate, and state budget capacity.
- By 2025, the lowest salary for officials and public employees will be higher than the average lowest salary of the enterprise sector in various regions.
- By 2030, the lowest salary for officials and public employees will be equal to or higher than the lowest wage of the highest region in the enterprise sector.
(2) For the enterprise sector
- From 2021, the State periodically adjusts the regional minimum wage based on the recommendations of the National Wage Council. Enterprises will implement wage policies based on negotiations and agreements between employers and employees and the collective representatives of employees; the State will not directly intervene in enterprise wage policies.
