What is the standard of Grade III Information Security public employee in Vietnam?

According to Article 7 Circular 08/2022/TT-BTTTT regulating the standards for Grade III public employee in information security as follows:

"Article 7. Grade III Information Security - Code V.11.05.11

1. Task:

a) Maintain, service, and preserve systems ensuring the safety of the unit's information systems according to the assigned tasks; resolve incidents concerning the safety of software systems, information systems, databases upon request;

b) Develop and implement plans to ensure information system safety at the appropriate level for information systems and databases;

c) Verify schemes and projects related to information security for specialized information systems, integrated databases; conduct inspections, evaluate compliance with approved safety plans for information systems;

d) Develop standard operating procedures for reaction, handling computer incidents;

đ) Participate in formulating and implementing programs, schemes, projects on information security for the agency, unit.

đ) Participate in composing technical manuals, procedures, regulations on information security; train and enhance professional skills for lower-grade public employees in information security; formulate economic-technical standards in the analysis, design, and deployment of information security systems.

e) Participate in research topics on information security; summarize and draw experience on specialization, professional matters, technical management, and practical implementation of information security;

g) Participate in performing coordination tasks on cybersecurity as stipulated or as requested by competent authorities.

2. Standards on professional competence and capabilities

a) Understand the directives and policies of the Communist Party, laws, and development orientations, strategies, and policies of the information security sector;

b) Grasp the situation and development trends of the national and international information security sector; have the capability to organize research, update, and apply new technologies, platforms, and standards in professional activities;

c) Effectively perform tasks according to the regulations of the law on information security and other related legal provisions;

d) Have the ability to work independently or in teams, possess skills to draft professional documents and present assigned advisory, proposal matters;

đ) Use a foreign language or ethnic minority language (for public employees working in ethnic minority areas) as required by the job position.

3. Standards on training and retraining qualifications

a) Possess a university degree or higher in information technology or closely related fields;

b) Have a certification in training according to the standards of the information security professional title."

What is the standard of Grade IV Information Security public employee in Vietnam?

According to Article 8 Circular 08/2022/TT-BTTTT regulating the standards for Grade IV public employee in information security as follows:

"Article 8. Grade IV Information Security - Code V.11.05.12

1. Task

a) Maintain, service, and preserve systems ensuring the safety of the unit's information systems according to the assigned tasks; coordinate the resolution of incidents concerning the safety of software systems, information systems, databases upon request;

b) Implement standard operating procedures for reaction, handling computer incidents;

c) Participate in implementing programs, schemes, projects on information security of the agency, unit;

d) Participate in supporting composing technical manuals, procedures, regulations on information security;

đ) Participate in research topics on information security;

e) Participate in performing coordination tasks on cybersecurity as stipulated or as requested by competent authorities.

2. Standards on professional competence and capabilities

a) Understand the directives and policies of the Communist Party, laws, and development orientations, strategies, and policies of the information security sector;

What are the requirements for public employees taking exams or consideration for promotion from Grade IV to Grade III?

According to Clause 4 Article 7 Circular 08/2022/TT-BTTTT regulating the standards for Grade III public employee in information security as follows:

- Requirements for public employees taking exams or consideration for promotion to Grade III information security professional title

+ Have held the Grade IV information security professional title or equivalent for at least 02 years (24 full months, excluding probationary, trial periods). In cases of equivalent time, there must be at least 01 year (12 full months) holding the Grade IV information security professional title until the deadline for submission of test registration or promotion consideration dossiers.

Thus, Grade IV information security public employees are required to have a college degree or higher, while Grade III information security public employees must have a university degree or higher as stipulated above.

Circular 08/2022/TT-BTTTT takes effect from August 15, 2022.
