Criteria for Consideration of the "Advanced Labor" Title in the Financial Sector according to Circular 79/2023/TT-BTC
Pursuant to the provisions of Article 2 Circular 79/2023/TT-BTC, the criteria for consideration of the "Advanced Labor" title in the financial sector are as follows:
- The "Advanced Labor" title is annually awarded to individuals who meet the standards as stipulated in Clause 1, Article 24 Law on Emulation and Commendation 2022.
- Individuals nominated to participate in short-term training and fostering programs of less than one year, upon completion of the program, adhering to the regulations of the training institution, will have their study time included in the working time at the unit for consideration of the "Advanced Labor" title. In cases where individuals are nominated to participate in training and fostering programs for one year or more, adhering to the regulations of the training institution, and achieving good or higher study results, they will be considered for the "Advanced Labor" title.
- Maternity leave periods according to the law will be counted towards the consideration for the "Advanced Labor" title.
- Individuals who participate in combat, serve in combat, or perform brave actions to rescue people, and state assets, resulting in injuries requiring treatment, recuperation as concluded by a district-level or higher healthcare facility, will have their treatment and recuperation time included in the consideration for the "Advanced Labor" title.
- For individuals transferring job positions, the new unit is responsible for considering the award of the "Advanced Labor" title (in cases where the working time at the old agency is six months or more, an evaluation from the old agency is required).
- In cases where individuals are seconded or detached to other units for a certain period, the unit responsible for the secondment or detachment will make the decision based on the evaluation and assessment of the receiving unit.

What Types of Commendation are Available Currently?
Pursuant to the provisions of Article 8, Law on Emulation and Commendation 2022, the following types of commendation are currently available:
- Meritorious Commendation is awarded to individuals and collectives with regularly excellent achievements in building and defending the Fatherland.
- Sudden Commendation is awarded promptly to individuals, collectives, and households for sudden excellent achievements.
- Commendation for Emulation Movements is awarded to individuals, collectives, and households with excellent achievements in emulation movements initiated and directed by competent authorities for a specific period or in thematic competitions supporting the political tasks of the Communist Party and the State.
- Commendation for Lifetime Contributions is awarded to individuals with long-term participation in revolutionary stages or in building and defending the Fatherland, holding leadership or management positions in state agencies, public service providers, political organizations, sociopolitical organizations, sociopolitical-professional organizations, social organizations, or socioprofessional organizations assigned tasks by the Communist Party and the State, with contributions to the revolutionary cause of the Communist Party and the nation.
- Commendation by Seniority is awarded to individuals in the People's Army and Public Security forces with achievements and long-term service in the people's armed forces.
- Foreign-Related Commendation is awarded to individuals, collectives of Vietnamese residing abroad, or foreign individuals and collectives contributing to the construction and defense of Vietnam.
Responsibilities of Organizations and Individuals in Emulation and Commendation Work in the Financial Sector
Article 10 of Circular 79/2023/TT-BTC stipulates the responsibilities of organizations and individuals in emulation and commendation work as follows:
- The Minister of Finance organizes the launch, directs the implementation of the emulation movement of the entire financial sector, decides to award emulation titles and commendations according to competence or submits to competent authorities for consideration and award of emulation titles and commendations as prescribed by the law on emulation and commendation, and is responsible for emulation and commendation work in the financial sector.
- The Personnel Organization Department is responsible for advising the Minister of Finance to establish and issue operational regulations for the Emulation and Commendation Council, the Initiative Council; acts as the standing agency of the Emulation and Commendation Council of the Ministry of Finance, responsible for leading, cooperating with agencies and units under the Ministry to advise the Minister on policies, content, programs, plans, and measures to organize emulation movements; guide, urge, inspect, review, and summarize emulation movements, commendation work; propagate and disseminate advanced examples, good people, and good deeds in the financial sector.
Assess the commendation dossiers presented to the Emulation and Commendation Council of the Ministry of Finance for consideration and submission to the Minister for decision or submission to competent authorities for consideration of awarding emulation titles and commendations as prescribed by the law on emulation and commendation.
- Heads of units under the Ministry of Finance, units under the commendation system of the Ministry of Finance are responsible for leading, cooperating with party committees at the same level, trade unions, and youth unions at their units to specify content, targets, and measures to organize emulation movements and inspect their implementation; review and summarize emulation movements, disseminate outstanding examples;
Propose commendations and ensure the standards and conditions for commendation are met; recommend renewing commendation and emulation work; provide opinions on commendations when requested by the standing agency of the Emulation and Commendation Council of the Ministry of Finance.
- The press agencies under the Ministry are responsible for regularly propagating emulation and commendation work; detect good examples, good deeds, individuals, and collectives with outstanding achievements in emulation movements to popularize and disseminate; promptly report and fight against violations of the law on emulation and commendation.
- Individuals and collectives proposed for emulation titles and commendations must be responsible to the law for reporting achievements and compiling commendation dossiers; be responsible for the preservation and storage of commendation items according to the law.
Circular 79/2023/TT-BTC will take effect from February 15, 2024.
