What does the database system of natural resources and environment observation comprise of?
Based on the provisions of Article 5 Circular 15/2023/TT-BTNMT, the system of databases on natural resources and environment observation includes:
- The database on the observation of natural resources and the environment is a collection of information and data related to the observation of natural resources and the environment built, updated, and maintained to manage, exploit and use through electronic means, including:
+ National database on natural resources and environment observation;
+ Sectoral database on natural resources and environment observation;
+ Database on natural resources and environment observation of ministries and central authorities;
+ Provincial database on natural resources and environment observation;
+ Database on natural resources and environment observation of domestic and international organizations and individuals;
+ Open database on natural resources and environment observation.
- The national database on natural resources and environment observation is aggregated, linked, and integrated from databases on natural resources and environment observation nationwide to serve the purpose of connecting, providing, and sharing information and data on natural resources and environment observation as stipulated, including:
+ Principal data on natural resources and environment observation;
+ Shared directory data on natural resources and environment observation;
+ Aggregated and thematic data on natural resources and environment observation;
+ Metadata on natural resources and environment observation;
+ Open data directory on natural resources and environment observation.
- Sectoral database on natural resources and environment observation is a collection of information and data according to specialized fields of natural resources and environment, including:

+ Databases on water resources observation;
+ Databases on mineral and geological resources observation;
+ Databases on environmental observation;
+ Databases on meteorological and hydrological observation;
+ Databases on mapping and surveying observation;
+ Databases on integrated resource management, marine environmental protection, and island observation;
+ Databases on remote sensing observation;
+ Other databases on natural resources and environment observation as stipulated by law and not covered in points a to h Clause 3 Article 5 Circular 15/2023/TT-BTNMT.
- Provincial database on natural resources and environment observation is a collection of information and data within the management scope of the Provincial People's Committee, including:
+ Databases as defined in Clause 3 Article 5 Circular 15/2023/TT-BTNMT within provincial management;
+ Open database on natural resources and environment observation;
+ Other databases on natural resources and environment observation not covered in points a and b Clause 4 Article 5 Circular 15/2023/TT-BTNMT.
- Database on natural resources and environment observation of ministries and central authorities is a collection within the management scope of the ministries and central authorities and is constructed and managed by them.
- Database on natural resources and environment observation of domestic and international organizations and individuals contains data managed by these entities.
How is the data connectivity model of natural resources and environment observation regulated?
Based on the provisions of Article 11 Circular 15/2023/TT-BTNMT, the data connectivity model of natural resources and environment observation includes the following connections:
- Connectivity between the national, sectoral, and provincial databases on natural resources and environment observation through the integration and data-sharing platform of the Ministry of Natural Resources and Environment.
- Connectivity between the databases of ministries and central authorities and the national database through the national data integration and sharing platform or the Ministry's data integration and sharing platform.
- Connectivity between the databases of organizations and individuals and the open national and provincial databases through the Ministry's and provincial data integration and sharing platforms.
Circular 15/2023/TT-BTNMT takes effect on December 15, 2023.
