Article 4 of Circular 25/2023/TT-BCT stipulates the procedures for issuing official identification numbers as follows:

Procedures for issuing official identification numbers

1. The application dossier for issuing the official identification number includes:

a) A written request for issuing the official identification number from the Market Management Authority where the official is recruited, received, transferred, appointed, rotated, or seconded (hereinafter collectively referred to as employed);

b) 01 (one) certified copy of the decision to receive the official to work at the Market Management Authority.

2. Procedures for issuing the identification number:

a) Within 10 working days from the date the official is received to work at the central Market Management Authority, the Personnel and Organization Department of the General Department of Market Management shall prepare a dossier requesting the issuance of the official identification number for the General Director of the General Department of Market Management for consideration and decision.

Within 15 working days from the date the official is received to work at the provincial Market Management Authority, the head of the provincial Market Management Authority shall prepare a dossier requesting the issuance of the official identification number for the official of the unit for consideration and decision by the General Director of the General Department of Market Management;

b) Within 15 working days from the date of receiving a complete dossier, the General Director of the General Department of Market Management shall decide on issuing the identification number for the proposed official.

Article 3 of Circular 25/2023/TT-BCT regulates the identification numbers for officials working at Market Management Authorities at all levels as follows:

Article 5 of Circular 25/2023/TT-BCT stipulates the cases in which official identification numbers are revoked for officials working at Market Management Authorities at all levels from January 20, 2024:

Revocation of official identification numbers

1. Official identification numbers are revoked in the following cases:

a) The official transfers to work at another Market Management Authority or other agencies, organizations;

b) The official retires, resigns, is dismissed from duty, or in other cases no longer works at the Market Management Authority at all levels.

2. Within 15 working days from the date the competent authority issues a decision or confirmation document regarding the official falling under the cases specified in Clause 1 of this Article, the General Director of the General Department of Market Management shall decide to revoke the official identification number.

3. Officials falling under the cases specified in Clause 1 of this Article are not allowed to use the official identification number from the effective date of the decision or confirmation document from the competent authority.

The official identification number is revoked in the following cases:

- The official transfers to work at another Market Management Authority or other agencies, organizations.

- The official retires, resigns, is dismissed from duty, or in other cases no longer works at the Market Management Authority at all levels.
