Circular 17/2023/TT-BGTVT amends and supplements some provisions of Circular 51/2017/TT-BGTVT regarding surveyors and survey staff of sea-going ships

How are the standards of sea-going ship surveyors amended and supplemented?

According to clause 1 Article 8 of Circular 51/2017/TT-BGTVT, the standards for sea-going ship surveyors are as follows:

- Graduated from a university with majors related to new shipbuilding, ship repair, ship operation, offshore structures, and industrial product manufacturing.

- Completed new training courses, additional and updated training for sea-going ship surveyors on vehicle and industrial product surveys, and management system assessment organized by the Vietnam Register or an international register that has agreements with the Vietnam Register.

- Hold an English certificate: TOEIC score from 450 and above, or IELTS score from 4.5 and above, or TOEFL CBT score from 133 and above, or TOEFL PBT score from 450 and above, or TOEFL IBT score from 45 and above, or a bachelor's degree in English, or graduated from universities where the medium of instruction is English.

- Meet the basic information technology skills as stipulated by laws.

- Pass the surveyor assessment period before being recognized as a sea-going ship surveyor and pass the annual assessment.

- Have a minimum of 02 (two) years of internship or practicum as a sea-going ship surveyor.

According to the new provisions in clause 1 Article 2 of Circular 17/2023/TT-BGTVT, the standards for sea-going ship surveyors are as follows:

- Hold a university degree or higher in majors suitable for the job position requirements.

- Completed new training courses, additional and updated training for sea-going ship surveyors on vehicle and industrial product surveys, and management system assessment organized by the Vietnam Register or an international register that has agreements with the Vietnam Register.

- Have basic information technology skills and be able to use a foreign language according to job position requirements.

- Pass the surveyor assessment period before being recognized as a sea-going ship surveyor.

- Have a minimum practicum period: 03 (three) months for those who are already surveyors of international registry organizations that are members of the International Association of Classification Societies (IACS), those with more than 03 (three) years of experience in technical or ship operation, offshore structures; 06 (six) months for those with 01 (one) to 03 (three) years of experience in technical or ship operation, offshore structures; and 01 (one) year for other cases.

How are the foreign language standards for senior sea-going ship surveyors amended?

According to previous regulations in point b clause 1 Article 9 of Circular 51/2017/TT-BGTVT, the foreign language standards for senior sea-going ship surveyors are as follows:

- Hold an English certificate: TOEIC score of 600 and above, or BELTS score of 5.5 and above, or TOEFL CBT score of 173 and above, or TOEFL PBT score of 500 and above, or TOEFL iBT score of 61 and above, or a bachelor's degree in English, or graduated from universities where the medium of instruction is English.

According to the new regulations in clause 5 Article 2 of Circular 17/2023/TT-BGTVT, the foreign language standards for senior sea-going ship surveyors are amended and supplemented as follows:

- Be able to use a foreign language according to job position requirements.
