According to Circular 15/2023/TT-BKHCN, which replaces 7 forms related to the issuance of Certificates of hi-tech application activities of Circular 32/2011/TT-BKHCN including:
Form No. B1-CNHDUD: Application form for issuing a certificate of hi-tech application activity for individuals.
Form B1-DNTLM: Application form for issuing a certificate for newly established businesses from hi-tech production investment projects.
Form B1-DNCNC: Application form for recognizing hi-tech enterprises.
Form B2-TMDNTLM: Business justification form demonstrating compliance with hi-tech production investment project criteria.
Form B4-HDUD: Certificate of hi-tech application activity for organizations and individuals.
Form B4-DNTLM: Certificate for newly established businesses from hi-tech production investment projects.
Form B4-DNCNC: Certificate for hi-tech enterprises.

Is it possible to use level-2 eID accounts instead of Citizen ID cards when carrying out procedures for certifying individuals carrying out hi-tech application in Vietnam?
According to Clause 2, Article 1 of Circular 15/2023/TT-BKHCN, Clause 4, Article 9 of Circular 32/2011/TT-BKHCN has been added as follows:
Individuals who are Vietnamese citizens may use level-2 eID accounts to replace duplicates of documents when they apply for certificates of high-tech application:
- ID cards;
- Citizen ID cards;
- Passports.
Thus, Individuals who are Vietnamese citizens may use level-2 eID to carry out procedures for certifying individuals carrying out hi-tech application.
What are the current procedures for certifying individuals carrying out hi-tech application in Vietnam?
Application and procedures for certifying individuals carrying out hi-tech application are specified in Article 2 of Decision 55/2010/QD-TTg.
An individual's dossier of application for an operation certificate comprises:
- An application for the certificate, made according to a form set by the Ministry of Science and Technology, enclosed with two 4x6 cm photos;
- A copy of his/her valid identity card or passport;
- A written explanation about the hi-tech application project or hi-tech research and development scheme (for high technologies on the list of those prioritized for development investment);
- A written certification of the contents presented in the written explanation, given by the provincial-level Science and Technology Department of the locality in which the individual carries out hi-tech application or research and development operations.
Within 15 working days after receiving a written request for certification from an organization or individual carrying out hi-tech application or research and development operations, a ministry, ministerial-level agency, government-attached agency or provincial-level Science and Technology Department shall examine and certify in writing the contents presented in the written explanation about the hi-tech application project or hi-tech research and development scheme. If refusing to give certification, it shall notify in writing the reason to the applicant.
If the dossier is incomplete, the Ministry of Science and Technology shall send directly or by post a written request to the applicant for supplementation and completion of the dossier. Within 10 working days after receiving such request, the applicant shall supplement and modify the dossier and send it back to the Ministry of Science and Technology.
Within 15 working days after receiving an applicant's dossier of application for an operation certificate, the Ministry of Science and Technology shall appraise the dossier and grant an operation certificate and send it to the applicant. If refusing to grant a certificate, it shall notify in writing the reason to the applicant.
The Ministry of Science and Technology shall issue the forms of operation certificate and written certification specified respectively at Point d. Clause 1 and Point d. Clause 2 of Article 2 of Decision 55/2010/QD-TTg.
From August 1, 2023, individuals who are Vietnamese citizens can use level-2 eID accounts to carry out procedures for certifying individuals carrying out hi-tech application.
